The researcher assesses the effect that the Cost/Schedule Control System Criteria (C/SCSC) had on contractor planning and control of major defense systems. The study provides insight into the industry's views. The sample of respondents was taken from eight aerospace companies who had their management systems validated for C/SCSC. Comments and observations were solicited from those members of the companies that were directly involved with planning and control. The data presented gives insight into the contractor's process of embracing the requirements of C/SCSC. Contractor reaction to the criteria swung from an originally positive to negative and back to positive acceptance during the validation process. The manner in which the contractors plan their work was significantly changed as a result of implementation of the criteria. Contractor budgeting and the quality of their cost estimating were significantly affected by the better work definition, budgeting and scheduling. Implementation of the C/SCSC significantly improved contractor planning on major defense programs. (Author).
