Book Description
Given an increasingly complex web of financial pressures on providers, studies have examined how the hospitals' overall financial health affect different aspects of hospital operation. In our study, we analyze this issue focusing on hospital access and quality by introducing an important aspect of the financial incentives, soft budget constraints (SBC), that takes into account both hospital's current and past financial health as well as their expected financial outlook (i.e., whether there is a sponsoring organization to bail them out). We develop a conceptual framework of SBC by considering the resultant incentives on cost control and quality improvement innovations; and examine the effect of SBC on the following aspects of access and quality: safety net service survival and AMI mortality rates. We find that hospitals with softer budget constraints are less likely to shut down safety net services. In addition, hospitals with softer budget constraints appear to have better mortality outcomes, suggesting that the reduced incentive to engage in cost control innovation as the result of SBC outweighs the dampening effect of quality improvement innovation.

Towards Sustainable and Inclusive Higher Education Challenges and Strategies (Penerbit USM)
Author: Melissa Ng Lee Yen Abdullah
Publisher: Penerbit USM
ISBN: 9674610537
Category : Education
Languages : en
Pages : 309
Book Description
In building sufficient, efficient human resources, massification of higher education is a common phenomenon. It is to this end that sustainability and inclusiveness have become such critical issues in higher education and its literature. This book looks into the major question of financial sustainability for the higher education institution, revealing the university’s struggles in the face of limited public funds. Coping strategies and feasible alternatives are extensively examined. The authors also tackle the area of higher education systems and collaboration in ensuring sustainability. Here, matters such as the public-private equilibrium, sustainable alumni networks, and research and publication competitiveness are deliberated. One distinguishing feature of this publication, however, is its discourse on higher education access, giving unique insight into the plight of certain underrepresented groups in higher education. The writers champion inclusiveness by analysing and recommending the best practices in bolstering these marginalised factions towards academic success. Readers will certainly gain a more profound understanding of sustainable and inclusive higher education. Keywords: Universiti Sains Malaysia, Penerbit Universiti Sains Malayia, Penerbit USM

Assuring the Quality of Health Care in the European Union
Author: Helena Legido-Quigley
Publisher: World Health Organization
ISBN: 9289071931
Category : Medical
Languages : en
Pages : 242
Book Description
People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.

Pages : 585
Book Description
This Companion is a timely addition. . . It contains 50 chapters, from 90 contributors around the world, on the topical and policy-relevant aspects of health economics. . . there is a balanced coverage of theoretical and empirical materials, and conceptual and practical issues. . . I have found the Companion very useful. Sukhan Jackson, Economic Analysis and Policy This encyclopedic work provides interested readers with an authoritative and comprehensive overview of many, if not all, of the current research issues in health economics. Highly recommended. Upper-level undergraduates and above. R.M. Mullner, Choice The aim of The Elgar Companion to Health Economics is to take an audience of advanced undergraduates, postgraduates and researchers to the frontier of research in health economics, by providing them with short and easily readable introductions to key topics. The volume brings together 50 chapters written by more than 90 leading international contributors. The contributions to the Companion are concise and focus on specific concepts, methods and key evidence. The Companion is a comprehensive and authoritative original reference volume covering theoretical and empirical issues in health economics with a balanced range of material on equity and efficiency in health care systems, health technology assessment and issues of concern for low and middle income countries. It is organised into two broad sections. The first deals with the economics of population health and of health care systems, analysed with both equity and efficiency goals in mind. The second covers the conceptual and practical issues that arise in the evaluation of health care technologies: most often applied to pharmaceuticals but also relevant for other interventions. Many of the contributions address topical and policy-relevant issues including: the economic causes of the growth of obesity in the West, the link between illicit drug use and crime, the consequences of leaving people uninsured against the costs of health care, the impact of globalisation on the international trade in health care services, the role of informal payments in many health care systems, what equal treatment for equal needs means in practice, whether direct-to-consumer advertising of pharmaceuticals is desirable, and how economic evidence is influencing the way that new technologies are made available to patients. Other chapters stress the research done by health economists to develop theoretical models and empirical methods that illuminate the workings of health care systems.
