Mr. Angell and his followers have declared war upon war itself. They do not fight alone, but they fight with new weapons, and follow a different plan of campaign. It is the writer's Object to examine the value of one Of the instruments of attack - the heavy artillery - and to indicate the ways in which it has been and might be employed. And it may be stated here that, whereas the noise of the heavy guns is deafening, the writer believes the damage wrought among the enemy's defences to be far less than is generally supposed to be the case. He believes, moreover, that the campaign is one for which the heavy artillery employed by Mr. Angell is not required.
