Enlargement is the most important task for the European Union in the years ahead. The applicantcountries included in the enlargement process at the present stage number thirteen: 10 Central andEastern European Countries (CEECs) (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia,Lithuania, Poland, Romania, the Slovak Republic and Slovenia) as well as Cyprus, Malta andTurkey.Enlargement will have far-reaching implications for all aspects of the European Union, be theypolitical, institutional, economic, budgetary or social. The current study focuses on the economicaspects of the enlargement to include the countries of Central and Eastern Europe, and seeks toanalyse its impact on the Union and its current members (EU-15) as well as on the applicantcountries. Many of the benefits of enlargement are already visible because of the high degree ofeconomic integration reached between the EU-15 and the CEEC-10. Accession itself, provided ittakes place in the right conditions, can provide a significant further boost to economic growth andprosperity in the candidate countries as well as a positive, but necessarily smaller, impact on thepresent Member States.

Leading international economists assess the effects of the 2004 expansion of the European Union. In May 2004 the European Union will undergo the largest expansion in its history when ten countries -- Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia -- become members. The number of new members and their diversity make this "big bang" enlargement particularly challenging. Not only do these countries vary widely in language, culture, and geography, but also their per capita income is less than half that of existing members. EU officials believe that expanded integration will serve the EU's objectives of peace, stability, prosperity, and democracy; but the less abstract questions of costs and benefits of enlargement are more complex. Each of the chapters in this CESifo volume addresses a different aspect of EU expansion.
