This report presents the findings of a study on the economic impacts of climate change and adaptation measures in the Outermost Regions (OR) of the European Union (EU). The overall approach is to firstly understand the information which can be used to develop and understanding of climate risk and adaptation across the OR including information relating to climate impacts and economic data. Next, the EU funds which have (or could be) used on adaptation relevant resilience projects in the OR are examined. This information in combination allows a climate change risk assessment to be completed and policy recommendations to be made, building upon lessons learnt and targeting areas of key vulnerability. The report is structured as follows: § Section 1 presents an introduction to the project and its scope, setting the overall context for the study and its objectives; § Sections 2 and 3 focus upon the information available to inform this study.^Section 2 summarises the outcomes of a literature review and consultation with representatives of the OR. It presents an overview of the climate impacts considered likely for each OR based on projections of climate change and places this within the context of regional and national climate strategies. The approach to taking this information on climate impacts into a climate risk assessment is presented, based on a climate change risk assessment framework developed specifically for this study.^Section 3 focuses upon the availability of data suitable for assessing the economic impact climate change may have on the OR; § Section 4 provides an overview of some of the key EU funds which could be applied to finance adaptation initiatives in the OR and how those funds have been used in the OR to date; § Section 5 combines the assessment of climate impacts, risk and challenges with the economic features of each OR to identify some of the potential socio-economic impacts of climate change in each OR; - Section 6 presents a summary of each of the OR setting out the main points identified through the assessment of climate change risks, socio-economic implications and the application of EU funds; and - Section 7 presents recommendations for each OR on potential interventions in the main risk areas identified in the study.^The document is accompanied by technical appendices, which present the data supporting the analysis including the main elements of the climate risk assessment framework. As the full framework is spreadsheet based it is not replicated here although the methods used and the key outcomes are presented in this report.

This report has been produced for the purpose of providing material for the EU's Climate-ADAPT platform, summarising some of the findings of the Study on the Impact of Climate Change and Adaptation Measures in the Outermost Regions (under framework CLIMA.A.4/FRA/2011/0027). This report presents summary information taken from the main project report for each of the Outermost Regions (OR), presented in a format intended to be easily uploaded to the Climate-ADAPT website. This report is supplementary to the main project report and contains no new analysis or results. The information is presented within a structured format following that already in place on CLIMATE-ADAPT (see for example, http://climate-adapt.eea.europa.eu/countries/belgium). The exception to this is the introductory OR section which is intended to be presented on one webpage. The findings of the study (presented here and in the main project report) are based upon resources available in the public domain supplemented by consultation with representatives of the OR (although no field trips have been undertaken for this study).

The Outermost Regions are particularly vulnerable to climate change impacts, due to a number of their shared characteristics: - Concentration of population, activity and infrastructure along coastal zones, areas which will be at risk from sea level rise and coastal flooding; - Dependence on water resources which are highly sensitive to changes in sea level (drought and risk of saltwater intrusion linked to changes in annual rainfall patterns); - High sensitivity to extreme weather events (drought, flooding, hurricanes, cyclones); and - A rich biodiversity and high concentration of endemic species, which may be threatened by changes in rainfall and temperature, but also by the introduction or increase of pests and invasive species. The Commission, recognising the climate change vulnerability of the OR, commissioned this report to examine the economic impact of climate change and adaptation in the OR.

The European Union (EU) has nine outermost regions, which are geographically distant from mainland Europe. They comprise French Guiana, Guadeloupe, Martinique, Mayotte, Reunion Island and Saint-Martin (France), Azores and Madeira (Portugal), and the Canary Islands (Spain). As islands, archipelagos and one land territory (French Guiana), they are located in the western Atlantic Ocean, the Caribbean basin, the Amazonian forest and the Indian Ocean and are home to 4.8 million citizens. Despite their distance from Europe, these regions are an integral part of the EU, so EU law and all rights and duties associated with EU membership apply to them. Furthermore, in accordance with Article 349 of the Treaty of the Functioning of the European Union (TFEU), specific measures and derogations in EU legislation help these regions to address specific constraints that they face. Such constraints include the regions' remoteness, insularity, small size, difficult topography and climate, and economic dependence on a small number of products. The purpose of this report is to update a previous study undertaken in 2014 on "The economic impact of climate change and adaptation in the Outermost Regions" (EC, 2014) (henceforth, "the 2014 study"). The report reviews additional and up-to-date information for each of the nine regions, with regard to: - Outermost regions' climate sensitivities to the impact of slow-onset changes and extreme weather events by sector, and their exposure - The status of outermost regions' development and implementation of climate adaptation plans, and nature-based solutions. In doing so, this report expands the scope of the 2014 study by providing an assessment of climate vulnerability and potential impacts that addresses social and environmental issues in addition to economic dimensions. By highlighting key climate vulnerabilities and potential impacts by sector for each outermost region, the information presented, and preliminary conclusions may: - Inform the development of the new EU Adaptation Strategy - Inform current discussions on EU programming for 2021 to 2027 - Provide a systematic basis on which to develop a comprehensive assessment of the outermost region's vulnerabilities and potential impacts that enables the identification and prioritisation of adaptation options for each region and its sectors.
