Beveridge defined full employment as a state where there are slightly more vacant jobs than there are available workers, or not more than 3% of the total workforce. This book discusses how this goal might be achieved, beginning with the thesis that because individual employers are not capable of creating full employment, it must be the responsibility of the state. Beveridge claimed that the upward pressure on wages, due to the increased bargaining strength of labour, would be eased by rising productivity, and kept in check by a system of wage arbitration. The cooperation of workers would be secured by the common interest in the ideal of full employment. Alternative measures for achieving full employment included Keynesian-style fiscal regulation, direct control of manpower, and state control of the means of production. The impetus behind Beveridge's thinking was social justice and the creation of an ideal new society after the war. The book was written in the context of an economy which would have to transfer from wartime direction to peace time. It was then updated in 1960, following a decade where the average unemployment rate in Britain was in fact nearly 1.5%.

This book was prepared mainly for specialists on the assumption that it would provide the background to an important neglected field of discussion in public finance. Since it was first published in 1958, the theory of public goods and its implications for public policy have become incorporated in the main body of the economic analysis of public finance in the literature. A glance at the footnotes of some of the standard textbooks on public finance indicates that this assembly of articles has not been in vain. Probably the most influential part of this collection has been the papers concerned with the theory of public expenditure, which contains two closely related elements. This volume brings together papers relating to the pronunciation of Semitic languages and the representation of their pronunciation in written form. The papers focus on sources representative of a period that stretches from late antiquity until the Middle Ages. A large proportion of them concern reading traditions of Biblical Hebrew, especially the vocalisation notation systems used to represent them. Also discussed are orthography and the written representation of prosody. Beyond Biblical Hebrew, there are studies concerning Punic, Biblical Aramaic, Syriac, and Arabic, as well as post-biblical traditions of Hebrew such as piyyuṭ and medieval Hebrew poetry.
