Despite decades of development efforts supported by significant amounts of foreign aid, Malawi has experienced weak and volatile economic growth performance over a sustained period of time. Malawi’s growth remains an outlier even compared to its geographically and demographically similar peers. Moreover, growth has been distributed unequally, with little impact on poverty. Per capita income has improved only minimally in the 50 years since independence, and Malawi now has one of the lowest per capita incomes in the world. From Falling Behind to Catching Up aims to improve readers’ understanding of the puzzle of Malawi’s development performance and identify ways for the country to achieve robust growth and stay on a stable growth path that helps the poor. The book places a strong emphasis on assessing Malawi’s growth experience since independence from a comparative international perspective. It seeks to benchmark Malawian outcomes on growth, structural change, and transformation against peers and explores possible reasons for divergence from international trends. The book also puts deeper drivers of economic growth at the center of the discussion, looking in particular at the institutions and policies that may have affected Malawi’s growth outcomes and ones that could help Malawi avoid macroeconomic instability in the future. The Government should re-instate its programme of General Budget Support for Malawi, according to MPs on the International Development Committee. The Department for International Development (DFID) suspended General Budget Support to Malawi - the provision of funds directly to the Malawian exchequer - in July 2011, preferring to provide its aid by other means. This decision was taken in response to the policies of the then President of Malawi, Bingu wa Mutharika. His policies had created an economic and political crisis, whilst his authoritarian tendencies were becoming ever more apparent: the UK's High Commissioner had been expelled from Malawi for criticising Mutharika. However, following the death of President Mutharika in April this year, his successor - President Joyce Banda - has begun to reverse many of his policies. The currency has been devalued, whilst the new Government has indicated its intention to repeal many of its predecessor's authoritarian measures. Subject to the continued progress of reforms, general budget support is likely to be the most efficient way of providing aid to Malawi.

Following a short recovery in 1993, Malawi’s financial situation deteriorated significantly in early 1994 as increasing problems of expenditure control ahead of its first multiparty elections and administrative problems in revenue collection led a large overall fiscal deficit mainly financed by the banking system. However, Malawi embarked, in early 1995, on an adjustment program designed to reestablish financial stability and set the basis for sustainable economic growth.
