Recruitment and selection were always considered as one of the most critical functions of success and performance in both the private and the public sectors. In a rapidly changing environment and with the increased customer demands, it is not likely that a company or organization that ignores its environment and overlooks revising its policies including recruitment would survive or sustain efficiency. This study identifies the determinants involved in recruitment and selection practices in law enforcement agencies and their importance to the rapidly changing profession in the US. This study examines the logic behind recruitment practices and how they effect decisions in police departments. The moving point to research these arguments is analyzing the selection techniques used in police departments. Unlike other studies that focus on analyzing which selection method(s) is best in predicting how to recruit good police officer (for a compilation of such studies on law enforcement selection, a good resource is "Research in Law Enforcement Selection" by Michael G. Aamodt), this study tries to understand what factors affect using more or less selection tools assuming that using more diverse selection tools helps identify more aspects of an individual which in turn serves police departments better to have more qualified officers. The findings from this research suggest that police departments are aware of the importance of external forces and value organizational change and as such they adapt their structures including their recruitment policies to external demands. At the same time, some internal factors also seem to have a significant role in recruitment decisions.

520 This 1989 study examined the impact of a college requirement on the proportionate recruitment of minorities for police work. The first phase of the study was a comprehensive review of related research in police education, and the second phase was a survey of 699 State, county, and municipal law enforcement agencies. The third phase consisted of site visits to selected police departments to collect policy-related materials and explore educational issues in greater depth through document review and interviews. The final phase of the research involved extensive legal research on the bona fide occupational qualifications (BFOQ), discrimination in employment, and affirmative action practices. The data indicate that in the aggregate, law enforcement agencies in the research population had minority group members in proportions comparable to the general population. Educational levels of minority police officers were approximately the same as white officers at the undergraduate level and higher than white officers at the graduate level. Although a number of factors make college education disproportionately inaccessible to minorities, the courts have ruled that job requirements justify making a college degree a qualification for employment. Apparently there is an adequate pool of both minority and majority college-educated men and women interested in police employment. A college education can be both empirically and legally justified as a BFOQ and should be established.

Each stage of the federal government's program to insure equal employment opportunity from nondiscrimination through affirmative action has been accompanied by acrimonious public debate, focusing particularly on affirmative action, which is designed to develop guidelines, timetables, and other measurable indexes by which employers can be held accountable for their progress, or lack of it, in implementing national policy. The principal burden of finding answers to the complex issues surrounding minority employment has fallen to the courts. Numerous judicial decisions, with enormous implications for police agencies, have been translated into procedural regulations covering the measures, techniques, criteria, and processes that may be used for employment decisions and employment selection. Several employment practices which may create problems in the area of employment discrimination are included. Whether due to enlightened police leadership, community pressures, political circumstances, civil service intervention, or a combination of all these factors, the racial characteristics of American policing have begun to change substantially over the past decade. Ten years ago, approximately 4 percent of the sworn police personnel in the nation were racial minorities; today, that figure has risen to 10 percent. Findings of the public service administration show that one of the most important factors in changing the nature and quality of policing is the courage and commitment of police leadership. To the extent that increasing minority and female participation in the ranks of sworn police officers is a crucial part of this change process, there is the added finding that such efforts are not enhanced by a reliance on the regulatory role of civil service. Several suggestions for institutionalizing this change process are noted.
