Western economic historians have traditionally concentrated on the success stories of major developed economies, while development economists have given most of their attnetion to the problems of the Third World. The authors of this pioneering work study a part of Europe neglected by both approaches. Modernizing patterns in Balkan economic history are traced from the sixteenth century (when the territory was shared by Ottoman and Habsburg empires), through the nineteenth century (when they emerged as independent states), to the end of World War II and its aftermath. Despite present differences in economic systems—Greece's private market economy, Yugoslavia's planned market economy, and the centrally planned economies of Romania, Bulgaria, and Albania—the authors find that shared origins and common subsequent experiences are ample justifications for treating the area as an economic unit. Balkan Economic History, 1550-1950 will be a major case study for development economists and will provide historians with the first analytical and statistical study to survey the entire region from the start of the early modern period.

Tracy shows how the Ottoman advance across Europe stalled in the western Balkans, where three great powers confronted one another in three adjoining provinces: Habsburg Croatia, Ottoman Bosnia, and Venetian Dalmatia. Until about 1580, Bosnia was a platform for Ottoman expansion, and Croatia steadily lost territory, while Venice focused on protecting the Dalmatian harbors vital for its trade with the Ottoman east. But as Habsburg-Austrian elites coalesced behind military reforms, they stabilized Croatia’s frontier, while Bosnia shifted its attention to trade, and Habsburg raiders crossing Dalmatia heightened tensions with Venice. The period ended with a long inconclusive war between Habsburgs and Ottomans, and a brief inconclusive war between Austria and Venice. Based on rich primary research and a masterful synthesis of key studies, this book is the first English-language history of the early modern Western Balkans. More broadly, it brings out how the Ottomans and their European rivals conducted their wars in fundamentally different ways. A sultan’s commands were not negotiable, and Ottoman generals were held to a time-tested strategy for conquest. Habsburg sovereigns had to bargain with their elites, and it took elaborate processes of consultation to rally provincial estates behind common goals. In the end, government-by-consensus was able to withstand government-by-command.

If some did not, to what other communities did they consider themselves to belong? Were the labels attached to a given person or population fixed or could they change? In When Ethnicity Did Not Matter in the Balkans, Fine investigates the identity labels (and their meaning) employed by and about the medieval and early-modern population of the lands that make up present-day Croatia. Religion, local residence, and narrow family or broader clan all played important parts in past and present identities. Fine, however, concentrates chiefly on broader secular names that reflect attachment to a city, region, tribe or clan, a labeled people, or state. There can be no question that the medieval and early-modern periods were pre-national times, but Fine has taken a further step by demonstrating that the medieval and early-modern eras in this region were also pre-ethnic so far as local identities are concerned. The Austro-Hungarian navy warrants recognition because it functioned far better than most organs of the multinational Habsburg state. Ultimately, in the pre-World War I age of navalism, the fleet provided a unique common cause for a wide variety of nationalities and political parties. Dramatic funding increases fueled the expansion of the fleet, and lucrative naval contracts, judiciously distributed, reinforced and further broadened the navy's base of support. Though often criticized by its German ally, the Austro-Hungarian navy succeeded in defending the Adriatic throughout World War I, in the process requiring the constant attention of a significant share of enemy sea power; as late as the spring of 1918, an American admiral characterized the Adriatic as "an Austrian lake." The navy collapsed only when Austria-Hungary as a whole disintegrated, in the last days of the war. This detailed study charts the uneven growth of the Austro-Hungarian navy from its high point following Archduke Ferdinand Max's administration and the War of 1866 to its ultimate dissolution after World War I. In following this development, Sondhaus not only relates the operational aspects of the Habsburg navy but also traces the growth of popular navalism in Austria-Hungary, the role of naval expansion in stimulating industrial development, and the peculiar difficulties of navy commanders in dealing with the Habsburg nationality problem and the cumbersome politics of Austro-Hungarian dualism. Drawing on a vast variety of archival sources and government documents and protocols, Sondhaus analyzes economic factors carefully and shows how these tended to complicate, perhaps even to override, political divisions. He ably demonstrates how such varied factors as the wavering policy of Italy, French naval theory, the need for consensus within the Dual Monarchy, and the general European escalation in naval armaments influenced the fortunes of the fleet.
