Excerpt from The Continental Congress at Princeton The Mutiny of the Pennsylvania Line in June, 1783, and the resulting session of the Continental Congress at Princeton do not bulk large in a general survey of the American Revolution; and accordingly writers on that portion of American history have given scarcely more than passing mention to the incidents leading to the flight of Congress from Philadelphia, and almost without exception have dismissed the session at Princeton with few words. But, on the one hand, it would be difficult to find incidents more significant of the times than those which drove Congress from Philadelphia; while, on the other, many of the scenes witnessed at Princeton during the session of Congress were as memorable, and much of the legislation there enacted was as important, as any immediately succeeding the cessation of Revolutionary hostilities. The inside history, moreover, of the efforts made by the various States to influence, in the light of the mutiny, the great debate at Princeton on the federal residence question has never received detailed consideration. The present volume then is, in the first place, an attempt to arrive at a fuller knowledge of the Congressional history of the Summer and Autumn of 1783. Any narrative of that history, however, if it aim at completeness must prove to be the chronicle of an admixture of work and play. For Congressional life at Princeton was so circumstanced by local conditions and Congressmen absorbed so readily the social and academic influences of the genial Jersey village whither they had betaken themselves, that the full story of their daily doings finds itself following a double thread. Excerpt from Letters of Members of the Continental Congress, Vol. 1: August 29, 1774 to July 4, 1776 Some part of Duane's notes were long ago published in S. W. Jones's Memoir, but other parts have not, it is believed, before appeared in print. Of some of them, unfortunately, only imperfect copies have been found. Of other items of the sort that have been mentioned only small portions have heretofore been printed. There are few diaries Of delegates covering the periods of their service in Congress, and fewer still that are of first-rate importance. That Of John Adams is perhaps the best known and has long been accessible. With some breaks it extends over his entire period of service, from Sep tember, 1774, to November, 1777, but as a rule it touches the proceedings of Congress only incidentally. The diary of Richard Smith, extending from September, 1775, to March, 1776, was first made available in 1896, in volume I. Of the American Historical Review. It is essentially a diary of proceedings in Congress and contains much information not elsewhere to be found. Samuel Ward's diary, published in 1877, in volume I. Of the Magazine of American History, is more abbreviated in its entries and Often contains little or no information not found in the journals. It comes to an end November 2, 177 5. The diary of John Fell of New Jersey, which covers the period from November 29, I 778, to November 30, I 779, has not been published. It is comparable with that Of Richard Smith, although the entries are by no means so extensive. The diary Of Samuel Holten Of Massachusetts, extending from May, I 778, to August, 1780 (published in the Essex Institute Historical Collections, 1919 - 1920) makes only the briefest references to the proceedings of Congress; and that of William Samuel Johnson 1785-1786) is even less informing. Excerpt from Journals of the Continental Congress, 1774-1789, Vol. 21: 1781, July 23-December 31 Mr. Elias Boudinot, a delegate for the State of New Jersey, attended and produced the credentials of his appointment, which are in the words following: State of New Jersey July 12th 1781 The Council and Assembly in Joint Meeting at Princeton proceeded to the Election of two Delegates to Represent this State in Congress, in the room of William Patterson Esquire, who declined taking bis Seat, and of William Burnett Esquire, whose Seat has become vacated, and the votes being taken the honorable Elias Boudinot and Jonathan Elmer Esquires were duly elected. Resolved therefore That the said Ellas Boudinot and Jonathan Elmer Esquires be impowered in addition to the honorable John Witherspoon, Abraham Clark and William Churchill Houston Esqrs to represent and vote in behalf of this State in the Congress of the United States of North America until the fifth day of November next, unless a new appointment shall sooner take place. Jn Stevens, Chairman. A letter, of 16, from General Washington, was read. The committee, --consisting of Mr. Sullivan, Mr. Cornell, Mr. Sharpe, -- to whom was referred an extract of General Washington's letter of 28th June last, respecting the cloathing department, delivered in a report; Whereupon, Resolved, That the said extract of General Washington's letter, together with a letter from the superintendant of finance to the committee on the subject, be referred to the Board of War; who are directed to confer with the superintendant of finance and the cloathier, and make the best contracts in their power for procuring cloathing for the army. Letters Of Duane and Duer, June 19, 1777, neither of which has before been printed, relate that Gates had, a day or so before, Obtained admis sion to the floor of Congress with a view to having himself reinstated, as he expressed it, in command in the north, while Thomson's notes show that some five weeks later an acrimonious debate once more arose over the relative merits Of Schuyler and Gates and continued for at least three days. These notes appear to end abruptly, but some letters and the journals Show the sequel to have been the decision of Congress to institute an inquiry into the conduct Of Schuyler and St. Clair.
