The Westerners who came to live in the Chinese treaty ports during the nineteenth century found in operation postal services which were ancient, extensive, and totally unsuited to their needs. A system for carrying Government correspondence had been instituted during the Chou dynasty (1122-255 B.C.); named I Chan or "post-stages," these offices ultimately served vast areas by foot and horse couriers. By the time of Marco Polo's visit in the fourteenth century, there were 10,000 stations utilizing 200,000 horses. The modern Ch'ing dynasty (1662-1911 A.D.) maintained 15,000 stations for foot couriers carrying routine correspondence, and 1600, provided with horses and boats, for the transmission of urgent memorials, important officials, and so forth. All of this was supervised by the Board of War at Peking, but the actual arrangements and responsibility were in the hands of the local officials at each stop. Even worse, the costs of the service were deducted on the local level from the taxes reported to the provincial Treasury, a method which according to the Working Report for 1904, "is said to lead to many abuses." The Ch'ing went their inefficient way, and the Westerners searched for a better method.
