In Yellow Steel, the first overarching history of the earthmoving equipment industry, William Haycraft examines the tremendous increase in the scope of mining and construction projects, from the Suez Canal through the interstate highway system, made possible by innovations in earthmoving machinery. Led by Cyrus McCormick's invention in 1831 of a practical mechanical reaper, many of the builders of today's massive earthmoving machines began as makers of reapers, plows, threshers, and combines. Haycraft traces the efforts of manufacturers such as Caterpillar, Allis-Chalmers, International Harvester, J. I. Case, Deere, and Massey-Ferguson to diversify from farm equipment to specialized earthmoving equipment and the important contributions of LeTourneau, Euclid, and others in meeting the needs of the construction and mining industries. The European construction equipment and agricultural machinery industries have been hit extremely hard by the crisis at a time when there is a major change in global demand. The sector is nevertheless part of a very competitive technologically advanced industry. However, there are a number of actions needed at EU level to ensure the sustainability and competitiveness of the sector avoiding in the longer term the overcapacity of the EU production : · a legal framework that does not limit the ability of manufacturers to innovate and develop equipment to reflect customers' requirements ; · a level playing field within Europe, through effective market supervision : Market surveillance and customs authorities should effectively enforce Regulation 765/2008 and tighten controls on the European market ; · product legislation and trade policy that ensures free access to global markets ; · European legislation that takes account of the relatively diminishing role of the European markets. The centre of the world market is increasingly shifting to South America and Asia, thus all necessary measures, including a reduction of red tape and the promotion of voluntary measures by the industry, should be envisaged to keep European manufacturers' factory sites in the EU ; · harmonisation - within Europe and globally - of the road safety requirements and environmental protection ; · improved working conditions and implementing measures throughout the EU to avoid future overcapacities and to drive forward the development of new products and new ideas on work organisation based on the knowledge of all stakeholders ; · a programme of funding and incentives to support SMEs competitiveness. Moreover, the opinion contains further and more detailed recommendations, which take into account, inter alia, the results of a hearing held on 11 November 2010 in Bologna as part of the EIMA (International Agricultural Machinery Exhibition).

Efforts to tackle the trade impeding effects of divergent standards and regulations are at the core of European economic relations. This volume draws on literature from several disciplines to develop a comprehensive account of the regulatory strategies and institutional arrangements adopted by the EU in promoting the single market in goods. It provides a historical overview and detailed cases studies of the various policy initiatives that have altered the boundaries between the public and private sector in fostering market integration. Tackling interstate barriers to trade has relied heavily on European law to shape the framework of relations between states, and trade liberalization has been facilitated by legal rulings resolving territorial conflicts over regulatory jurisdiction and authority. The European Court of Justice has actively shaped markets, acting as a 'free trade umpire' in balancing the goals of market liberalization and market regulation while fostering market compliance. Although markets are absolutely dependent on public authority, the institutional innovation of the EU has been to use the private sector in an ancillary role to the state. By delegating responsibility to set standards for market access, the EU has chosen to draw on the resources of private actors, resulting in a system of governance that is a distinctive, hybrid model of regulation composed of state and non-state actors. Though the "outsourcing" of public sector regulatory activity was expected to be more effective than the process of regulatory harmonization, progress has been difficult. The current deficit in setting standards for European-wide market access raises concerns about the efficiency and effectiveness of such a regulatory regime. Egan provides a detailed evaluation of that process, highlighting regulatory gaps in the single market and the need to focus not only on the process of market integration, but also its outcome and impact on European business. Comparisons with American efforts to create a national market are made throughout to demonstrate the difficulties of constructing and maintaining a single market. American and European efforts to devise a uniform market for commerce and trade have involved both public and private authorities, though with different degrees of coordination and centralization, as many of the strategies undertaken by the EU echo earlier American market-building efforts.

Japanese manufacturing investment in the European Community has grown dramatically over the last twenty years. At first, instances of investment were few, concentrated in a small number of industrial sectors. But since the mid-1980's there has been a surge of investment in a much wider range of industries.
