John Glenn, Chairman of the Committee, presiding. Present: Senators Glenn and Roth. Opening Statement Of Chairman Glenn Chairman Glenn. Good morning. The hearing will be in order. Today we meet to discuss what stands among the most important issues of government, and I can tell you, one of the most expensive; government-wide telecommunications. It concerns how we communicate with each other not only within government, but outside of government as well. I know just the civilian end of things is over$1 billion a year, and we do not have a figure for all of defense telecommunications, but its cost probably equals that and more. So we are talking about something that is very, very expensive. I have a longer statement which I am submitting for the record, which I do not usually do. But this is an important matter. I will summarize the statement this morning. We face very significant uncertainties in the telecommunications market, including the emergence of new technologies, and the mergers of companies and technologies. If we look back and think of what has happened just in the last 3 or 4 years, it is mind-boggling how fast we have moved ahead with some of these technologies. Market dynamics are sure to affect significantly the structure of government telecommunications needs and the breadth of requirements. I commissioned a Gao review of government-wide telecommunications, focusing on Disn, the Defense Information System Network, and on questions that I have raised regarding the up-front assessment of government-wide functional needs. Since my request for a review, the Defense Information Systems Agency (Disa) delayed the issuance of the draft request for proposal Rfp, for the integration support contract for Disn, to assess along with Gsa, the benefits of aggregating government-wide needs.
