The article provides an assessment of the regional convergence process between the Western European regions since the 1950s. Two sets of issues are addressed: (a) Is there sufficient evidence of regional convergence? If so, has the speed of convergence changed over time and is this speed satisfactory. (b) Is convergence a phenomenon limited to the core EC regions as often claimed or did it encompass Europe's Southern and Northern regions as well? The investigation follows the methodology suggested by Barro and Sala-i-Martin to study the process of convergence in a neo-classical model of growth and to assess its speed. In contrast to the results obtained we then put an estimation of convergence based on panel data techniques, which shows the size of individual regional effects determining steady state income. The results suggest that convergence had set in at a rather high rate during the fifties and sixties. European regions seemed to have joined on a common convergence path until 1973. After 1975, convergence slowed down distinctly and several poorer regions on the Southern periphery started to show a weakness in convergence. Slow convergence in the 1980s was paired with an increasing deviation in steady state income between rich and poor regions, which a number of the latter could not recover when convergence set in again in the late 1980s.

The spatial patterns of changes in economic diversion and convergence have become more blurred in the last decades. International disparities between nations have diminished. At the same time intra-national disparities have increased in most European countries. In the search to identify the drivers behind this seemingly paradox this paper tries to look behind the traditional way to analyze convergence and disparities based on consolidated national or geographical based groups of regions. The purpose of the paper is to identify groups or clubs of regions in the Nordic countries characterized by similar patterns of development with regard to economic performance measured by GDP per capita. The clubs are identified by a series of variables defined according to the most important determinants for economic growth according to neoclassical and new economic growth theory, i.e. capital formation, labor force, but also innovative capabilities, human resources, entrepreneurship etc. The first section provides a brief outline of the theoretical foundations and a discussion of the specific research questions analyzed. Section 2 provides a survey of regional growth performance with special attention on divergence and convergence based on NUTS II or similar regional division based on statistics ranging from the mid 1990ties. Section 3 aims to identify different types of regions according to the main drivers of regional change. The following factors are examined: Population change and composition, regional innovative potential and entrepreneurial behavior. Based on this identification of regional clubs, challenges and tendencies of regional development are assessed in a spatial and national context. The last section summarizes the main findings of the study and provides an attempt to characterize the spatial and structural characteristics of the identified groups. Finally an attempt is made to sketch some further perspectives and policy implications of the obtained results.

Do dynamic externalities, in the form of technology creation, adoption and spatial agglomeration shape the pattern of regional growth in Europe? This study provides an alternative view on regional convergence. A model is developed which attributes club-convergence to existing differences with respect to the degree of technology adoption. In the first instance, empirical results suggest that the NUTS-2 regions of the EU-27 converge at a very slow rate. Further tests, however, indicate that convergence is restricted to a specific subset of regions. Such conclusions are tested further, using an alternative model of club-convergence, which incorporates the impact of spatial interaction, agglomeration externalities and technology. This shows that the convergence-club in Europe follows a certain geographical pattern and all members share similar characteristics regarding technology creation and adoption, and agglomeration externalities.
