Democratic rural organizations can play an important role in helping their members, who are frequently poor farmers living in the margins of the economy, to escape their disadvantaged starting point and to gain access to financial services, political influence and profitable markets for their product. Democratic Rural Organizations: Thresholds for Evolution in Africa and Asia traces the evolution of democratic rural organizations from small groups to larger, NGO financed, multi-tier democratic rural organizations in recent years. How have African rulers responded to the introduction of democratic electoral competition? Despite the broadly negative picture painted by the prevailing focus on electoral fraud, clientelism, and ethnic conflict, the book argues that the full story is somewhat more promising. While these unfortunate practices may be widespread, African rulers also seek to win votes through the provision and distribution of public goods and services. The author's central argument is that in predominantly rural countries the introduction of competitive elections leads governments to implement pro-rural policies, in order to win the votes of the rural majority. As a result, across much of Africa the benefits of democratic electoral competition have accrued primarily in terms of rural development. This broad claim is supported by cross-national evidence, both from public opinion surveys and from individual level data on health and education outcomes. The argument's core assumptions about voting behavior are supported with quantitative evidence from Ghana, and qualitative historical evidence from Botswana presents further evidence for the underlying theoretical mechanism. Taken together, this body of evidence provides reasons to be optimistic about the operation of electoral accountability in Africa. African governments are responding to the accountability structures provided by electoral competition; in that sense, democracy in Africa is working. ​Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. During the 1990s, international democracy promotion efforts led to the establishment of numerous regimes that cannot be easily classified as either authoritarian or democratic. They display characteristics of each, in short they are semi-authoritarian regimes. These regimes pose a considerable challenge to U.S. policymakers because the superficial stability of many semi-authoritarian regimes usually masks severe problems that need to be solved lest they lead to a future crisis. Additionally, these regimes call into question some of the ideas about democratic transitions that underpin the democracy promotion strategies of the United States and other Western countries. Despite their growing importance, semi-authoritarian regimes have not received systematic attention. Marina Ottaway examines five countries (Egypt, Azerbaijan, Venezuela, Croatia, and Senegal) which highlight the distinctive features of semi-authoritarianism and the special challenge each poses to policymakers. She explains why the dominant approach to democracy promotion isn't effective in these countries and concludes by suggesting alternative policies.
