The Drivers, Implications and Outlook for China’s Shrinking Current Account Surplus
Author: Mr.Pragyan Deb
Publisher: International Monetary Fund
ISBN: 1513520024
Category : Business & Economics
Languages : en
Pages : 25
Book Description
China’s current account surplus has declined significantly from its peak in 2008 and the external position in 2018 was in line with medium-term fundamentals and desirable policies. While cyclical factors and expansionary credit and fiscal policies contributed, the trend decline has been largely structural, driven by economic rebalancing from investment to consumption, appreciation of the real effective exchange rate (REER) towards equilibrium, increase in outbound tourism, and moderation in goods surplus reflecting market saturation and China’s faster growth compared with trading partners. Policies should focus on continued rebalancing and opening up to ensure excessive surpluses do not return, and to prepare the economy and the financial system to handle more volatile capital flows. From a global perspective, the decline in China’s surplus has lowered global imbalances, but with different impact across countries. The analysis is based on data as of July 2019.

Law, Death, and Robots
Author: Keri Grieman
Publisher: Bloomsbury Publishing
ISBN: 1509977430
Category : Law
Languages : en
Pages : 252
Book Description
Can the law keep up with AI? This book examines liability and regulation for artificial intelligence causing serious physical harm, both now and in the future. While AI moves quickly, regulation follows more slowly – an increasing problem for an evolutionary, fast-paced emerging technology. AI has the potential to save lives, but in doing so will have the potential to take them as well. How do we future-proof law and regulation to incentivise life-saving innovation as safely as possible? This book details how to regulate AI in high-risk civil applications (for example, automated vehicles and medicine), addressing both liability and regulatory structure. It highlights crucial liability themes for technology governance; provides tools to bridge the gap between regulators and technologists; examines jurisdictional approaches to AI regulation in the EU, UK, USA, and Singapore; and ultimately suggests a jurisdiction-agnostic blueprint for regulation.

Taming Silicon Valley
Author: Gary F. Marcus
Publisher: MIT Press
ISBN: 0262551063
Category : Computers
Languages : en
Pages : 247
Book Description
How Big Tech is taking advantage of us, how AI is making it worse, and how we can create a thriving, AI-positive world. On balance, will AI help humanity or harm it? AI could revolutionize science, medicine, and technology, and deliver us a world of abundance and better health. Or it could be a disaster, leading to the downfall of democracy, or even our extinction. In Taming Silicon Valley, Gary Marcus, one of the most trusted voices in AI, explains that we still have a choice. And that the decisions we make now about AI will shape our next century. In this short but powerful manifesto, Marcus explains how Big Tech is taking advantage of us, how AI could make things much worse, and, most importantly, what we can do to safeguard our democracy, our society, and our future. Marcus explains the potential—and potential risks—of AI in the clearest possible terms and how Big Tech has effectively captured policymakers. He begins by laying out what is lacking in current AI, what the greatest risks of AI are, and how Big Tech has been playing both the public and the government, before digging into why the US government has thus far been ineffective at reining in Big Tech. He then offers real tools for readers, including eight suggestions for what a coherent AI policy should look like—from data rights to layered AI oversight to meaningful tax reform—and closes with how ordinary citizens can push for what is so desperately needed. Taming Silicon Valley is both a primer on how AI has gotten to its problematic present state and a book of activism in the tradition of Abbie Hoffman’s Steal This Book and Thomas Paine’s Common Sense. It is a deeply important book for our perilous historical moment that every concerned citizen must read.
