The Fence and the Bridge is about the development of the Canada-US border-security relationship as an outgrowth of the much lengthier Canada-US relationship. It suggests that this relationship has been both highly reflexive and hegemonic over time, and that such realities are embodied in the metaphorical images and texts that describe the Canada-US border over its history. Nicol argues that prominent security motifs, such as themes of free trade, illegal immigration, cross-border crime, terrorism, and territorial sovereignty are not new, nor are they limited to the post-9/11 era. They have developed and evolved at different times and become part of a larger quilt, whose patches are stitched together to create a new fabric and design. Each of the security motifs that now characterize Canada-US border perceptions and relations has a precedent in border-management strategies and border relations in earlier periods. In some cases, these have deep historical roots that date back not just years or decades but centuries. They are part of an evolving North American geopolitical logic that inscribes how borders are perceived, how they function, and what they mean.

In Canada, Latin America, and the New Internationalism Brian Stevenson argues that Canada's foreign policy toward Latin America has been profoundly affected by these three factors and has evolved in response to both changing domestic demands and shifting international circumstances. By analysing a pivotal period in Canada-Latin American relations, he shows us how successive Canadian governments made important initiatives toward closer relationships with Latin America and were also pressured by non-governmental organizations to play a bigger role in the region. Canada's increased role can be seen in official foreign policy commitments, such as the decision to join the Organization of American States, and in policy decisions on political refugees. He explains that while the United States has played a key role in sometimes constraining Canadian foreign policy in the region, it is important to realize that Canadian foreign policy has been steadied by a long-standing tradition of internationalism. Canada, Latin America, and the New Internationalism demonstrates that the tradition of internationalism in Canadian foreign policy as viewed from the perspective of foreign policy analysis provides the framework within which to understand and accommodate changes in its policy toward Latin America. John Diefenbaker’s Latin American policy was based on his vision of Canada’s national interest, which placed a strong emphasis on the achievement of greater autonomy in foreign policy for Canada vis-à-vis the US and the expansion of Canadian exports to the region. Though Diefenbaker was often accused of being driven by anti-Americanism, instead his Latin American policy was based on his vision of Canada’s national interest. For Diefenbaker, an enhanced relationship with Latin America had the potential to lessen Canada’s dependency on the US, while giving Latin American countries an outlet for their trade, commercial and financial relations other than the US. This new approach implied that Canada would formulate and implement policy that focused more on Canadian political interests and goals. It was not a matter of charting a totally independent policy from the US in Latin America – true policy independence was impossible to achieve. Nor was it the case that Canada would necessarily set itself in opposition to the US when it disagreed with its policies. For Diefenbaker the goal was to pursue a foreign policy that was aligned with, but not subservient to, the US.
