In the last quarter century the Soviet Union and the United States have repeatedly come into conflict in various parts of the third world. During this period the most backward third world countries have sometimes proved susceptible to radical revolution, but the countries well on the way to industrialization have moved away from left-wing economic and political policies. In the longer perspective the West has been winning the struggle for the third world. The changes in those countries have been the subject of intense published debate in the Soviet Union—debate on Marxist concepts of the stages of history, on theories of economic development and revolutionary strategy, and on foreign policy. Jerry F. Hough explores the breakup of the orthodox Stalinist position on these issues and the evolution of free-swinging discussion about them. He suggests that, paradoxically, many of the old Stalinist ideas retain their strongest hold in the United States, which has not fully recognized its victory in the third world and the importance of the West's great economic power. The United States too often assumes that radical regimes will inevitably follow the Soviet path of development and that the nature of a regime determines the nature of its foreign policy. Because of these misperceptions, Hough argues the United States misses many opportunities in the third world. It emphasizes military power, even to the extent of undermining its crucial economic power, and it fails to offer the face-saving gestures that would permit Soviet retreats. Hough presents a prescription for an American policy better suited to the new realities in the third world and to the changing Soviet attitude toward them.

Turning this idea upside down, In the Mirror of the Third World looks to the contemporary Third World for a reflection of European history. The resulting view challenges standard accounts of European social, economic, and political development. Sandra Halperin's analysis of the European experience begins where studies of Third World development often start: considering the legacies of colonial domination. Europe also had a colonial past, she reminds us, and the states of Europe, like those of today's Third World, were the product of colonialism and imperialism. From this starting point, Halperin traces features characteristic of Third World development through the history of European capitalism: enclave economies oriented to foreign markets; weak middle classes; alliances among the state, traditional landowning elites, and new industrial classes; unstable and partial democracy; sharp inequalities; and increasing poverty—all as much a part of European society on the eve of World War I as they are of developing countries today. Kreutz examines the goals and strategies of Russia and the former Soviet Union toward most of the Arab states in the Middle East. The author argues that Russia has been an important actor in the region for over a century and has tried to regain its influence in several countries following its strategic retreat after the collapse of the Soviet Union in the early 1990s. However, according to Kreutz, Moscow does not seek confrontation with the United States or with the West in general in the region. Rather, the Russians are interested in peace and stability in the region, which is close to its borders. Because of that, although Moscow wants to cultivate its links with Israel, it also seeks to reach a peaceful and balanced solution to the Palestinian-Israel and the Arab-Israeli conflicts, taking Palestinian and Arab interests into account. Washington can better engage Moscow as a stabilizing force in the Middle East and as a collaborator in the struggle against Islamic terrorists. At the same time, the United States must be cognizant of where Washington and Moscow diverge. Although Russia may be too weak now to compete with the United States on a global scale, it is not happy to see American or EU encroachment close to its own neighborhood. If we take their weakness for granted and become blind to the possibilities for Russian alliances in the region, we do so to our disadvantage. This book demonstrates Russia's enduring interest and influence in the Arab Middle East.
