Excerpt from Report of the Rhode Island Fiftieth Anniversary of the Battle of Gettysburg Commission Resolved, That the invitation aforesaid of the State of Pennsylvania be and the same hereby is accepted, and that His Excellency, the Governor, be and he hereby is authorized and requested to appoint live suitable persons, residents of this State, as commissioners to consult and co-operate with the commissioners of the State of Pennsylvania and with the commissioners of other States and of the Federal Government, to the end that, so far as this State is concerned, the plans for the proper observance of said anniversary may be patriotically and successfully carried out; said commissioners to arrange and to have full authority to provide for the transportation to and from said battlefield on said occasion of the general officers of the State and of all honorably discharged veterans of the Civil War of 1861-1865, now residing in the State; and be it further. Resolved, That said commissioners shall serve without pay, but their necessary expenses and the expenses of transportation as aforesaid shall be paid by the general treasurer; for which purposes the sum of seven thousand dollars, or so much thereof as may be necessary, is hereby appropriated out of any money in the treasury not otherwise appropriated; and the State auditor is hereby directed to draw his orders upon the general treasurer for the payment thereof on the receipt by him of properly authenticated vouchers approved and signed by the Governor. The commission as named on May 3rd was Gen. Elisha H. Rhodes, of Providence, Hon. Ezra Dixon, of Bristol, Capt. Gideon Spencer, of Warwick, Hon. Alvin C. Cash, of Pawtucket, Gen. Charles W. Abbot, Jr., of Warren. The Commission first met on May 5th and, having been duly sworn, organized by electing Gen. Rhodes as Chairman and Gen. Abbot as Secretary and Treasurer. A circular letter from the Pennsylvania Fiftieth Anniversary of the Battle of Gettysburg Commission was presented by Gen. Rhodes, who had some time previously been appointed by the Governor to represent the State in co-operating with Pennsylvania and was subsequently selected as a member of the Standing Committee of the Grand Army of the Republic. There was also a request that a member of the Commission should be present at Philadelphia by May 15th empowered without fail to report the number of the party that would represent the State at the celebration, in order that the necessary reservations in the camp might be made. Excerpt from Rhode Island in the Rebellion A long preface is seldom read, and this shall be brief. It is right that the reader should know how the following letters came to be in print. The responsibility of the deed is less with the author than with many partial friends. They were written amid camp scenes and on the march, under circumstances unfavorable to literary composition, and were intended for private perusal alone. Portions of them appeared in the Providence Journal, and were received with a favor alike unexpected and gratifying. Numerous requests having been made that they should be gathered up as a Rhode Island contribution to the history of the War of the Rebellion, the author, with unaffected distrust of himself, has yielded to the judgment of others. At first, he designed to recast his correspondence, and give it the graver form of historic narrative, but time forbidding, he has exscinded unessential portions, added to it from parts "contraband" to the public at their date, and in notes drawn from official and other reliable sources, has given particulars of movements of which he was not an eye-witness. In the introduction is noted some points of great importance, viewed in their relations to subsequent events.
