Born in Germany in 1828, future Union general August Valentine Kautz came to America as an infant. He was privileged to obtain schooling and, after service in the war with Mexico, attended West Point. Relying heavily on detailed journals kept by Kautz for 43 years, this biography covers his early experiences and his time in the turbulent Pacific Northwest, where he was involved in Indian affairs and the Rogue River War. As with so many American military men of the time, however, the defining event in his career was the Civil War. Originally assigned to the Western Theater, where he played a role in the capture of Morgan's Raiders, Kautz's service included participation in the First Battle of Deep Bottom, the Wilson-Kautz Raid, and the Petersburg assault aimed at capturing Richmond. Kautz has often been misrepresented in historical mentions and this biography seeks to set the record straight. Period photographs and a number of maps are included.

At the start of the Civil War, Knoxville, Tennessee, with a population of just over 4,000, was considered a prosperous metropolis little reliant on slavery. During the first fifteen months of the Civil War, the policies and attitudes of Union officers toward emancipation in the western theater were, at best, inconsistent and fraught with internal strains. But after Congress passed the Second Confiscation Act in 1862, army policy became mostly consistent in its support of liberating the slaves in general, in spite of Union army officers' differences of opinion. By 1863 and the final Emancipation Proclamation, the army had transformed into the key force for instituting emancipation in the West. However, Kristopher Teters argues that the guiding principles behind this development in attitudes and policy were a result of military necessity and pragmatic strategies, rather than an effort to enact racial equality. Through extensive research in the letters and diaries of western Union officers, Teters demonstrates how practical considerations drove both the attitudes and policies of Union officers regarding emancipation. Officers primarily embraced emancipation and the use of black soldiers because they believed both policies would help them win the war and save the Union, but their views on race actually changed very little. In the end, however, despite its practical bent, Teters argues, the Union army was instrumental in bringing freedom to the slaves.

In The Enemy Within, Michael Thomas Smith relates these scandals—including those involving John C. Frémont’s administration in Missouri, Benjamin F. Butler’s in Louisiana, bounty jumping and recruitment fraud, controversial wartime innovations in the Treasury Department, government contracting, and the cotton trade—to deeper anxieties. The massive growth of the national government during the Civil War and lack of effective regulation made corruption all but inevitable, as indeed it has been in all the nation’s wars and in every period of the nation’s history. Civil War Northerners responded with unique intensity to these threats, however. If anything, the actual scale of nineteenth-century public corruption and the party campaign fundraising with which it tended to intertwine was tiny compared with that of later eras, following the growth and consolidation of big business and corporations. Nevertheless, Civil War Northerners responded with far greater vigor than their descendants would muster against larger and more insidious threats. In the 1860s the popular conception of corruption could still encompass such social trends as extravagant spending or the enjoyment of luxury goods. Even more telling are the ways in which citizens’ definitions of corruption manifested their specific fears: of government spending and centralization; of immigrants and the urban poor; of aristocratic ambition and pretension; and, most fundamentally, of modernization itself. Rational concerns about government honesty and efficiency had a way of spiraling into irrational suspicions of corrupt cabals and conspiracies. Those shadowy fears by contrast starkly illuminate Northerners’ most cherished beliefs and values.
