The Com mander-in-chief has to reckon both with army corps and cavalry divisions. These latter, which in earlier times were only formed for actual war, are now also permanently organised in times of peace, or, at all events, temporarily constituted for the purpose of maneuvres. There is no natural numerical measure of what the strength of a cavalry division should be, as in the case of the army corps. Its strength is always the result of various conditions of organisation and of theoretical speculation. It is, like the cavalry division itself, a kind of artificial product.
