Excerpt from The Amalgamation of the British Army If we wish to avoid war, we ought to make the most perfect, but at the same time most economical, preparations in the time of peace. The whole theory of our national defence is based on the assumption that all branches of the Service would be capable, at a short notice, of co-operating effectively together. Is that anything more than an assumption ? I hope so. We have mobilized our Army, and though many of the Army Corps are not complete in Artillery, Cavalry, and Engineers, that is a step in the right direction. We, too, have also established, in the Localization Scheme, brigades composed of Regulars, Militia, and Volunteers. But have we in any way identified the Reserve with the Regular forces? I really think we have not, and that, to quote a letter of the Duke of Wellington (then Marquis of Wellesley) whilst in India, writing to Colonel Stevenson, after the treaty with Scindiah in 1804, "Everybody appears to be convinced of the necessity of having an army, but nobody appears to be inclined to adopt the measures which are necessary for that purpose. The same little temporary measures are adopted that have been before practised, and they will equally fail." Our military system shows no elasticity. The success of every modern campaign depends, in a great measure, on the facility and rapidity with which an army can be mobilized and brought upon a war footing. The whole of the young virility of town and country-side flows into the ranks, and so, in war, an Army becomes dominant to the civilian crowd left at home, who are, in Mendelian phrase, recessive. The impact of the opinion of a Victoriously returning Army upon the people who had remained behind should produce the same result as the impact of a black bull upon a red heifer: i.e. The black or dominant colour should appear in the calf, or post-war policy, although that calf may carry in it the factors, the germs, the potentialities, of reasserting in time to come a recessive character or colour. One consequence of this is that he learns to do things without questioning their meaning, and thus acquires a habit of obeying; this, up to a few years ago, was the Object of military training to instil into the soldier unquestioning obedience to orders, and the sentence obedience is the first duty of the soldier, gained currency and labelled the soldier as a mere cog in a great machine, one whose duty lay in obeying as did that Roman sentinel at Pompeu. One of the chief lessons of the South African war, however, was that such obedience was no longer the first duty of the soldier he must obey, no less than before, but scientific warfare demands an understanding obedience, and not the unquestioning, die-at-his post fidelity of old time.
