Airpower in the War against ISIS chronicles the planning and conduct of Operation Inherent Resolve by U.S. Central Command (CENTCOM) from August 2014 to mid-2018, with a principal focus on the contributions of U.S. Air Forces Central Command (AFCENT). Benjamin S. Lambeth contends that the war’s costly and excessive duration resulted from CENTCOM’s inaccurate assessment of the Islamic State in Iraq and Syria (ISIS), determining it was simply a resurrected Iraqi insurgency rather than recognizing it as the emerging proto-state that it actually was. This erroneous decision, Lambeth argues, saw the application of an inappropriate counterinsurgency strategy and use of rules of engagement that imposed needless restrictions on the most effective use of the precision air assets at CENTCOM’s disposal. Sectarianism from one or both parties in conflict can cause radicalization and help to sow the seeds of terrorist groups. By the time Russia s role in the Syrian war theater began, the second phase of the air war on ISIL had started - but this time, to totally eliminate its existence in Syria and Iraq; and it was not just the Russian Air Force... the Allied air forces, led by USAF, significantly broadened their presence in the air war, using new tactics targeting all financial axes of the terror group including its oil industry. The United States has stated from the start that it is conducting an air campaign to degrade the Islamic State, not to change the military situation in Syria or to substitute for Iraqi political unity and the eventual use of Iraqi ground forces. Two months into the air campaign, it has had some effective but seems to be doing too little, too slowly, failing to have the impact needed in Iraq, and drifting towards major mission creep in Syria. Each of the major risks that it is intended to help address remain as serious or more serious than when it began, and the creation of a US, Arab, European alliance has only had marginal impact. Nevertheless, the air effort to date is so small by the standard of recent conflicts that it amounts to little more than military tokenism.
