The Virginia State Board of Charities and Corrections operated from 1908 to 1922, when it was reorganized as the State Board of Public Welfare. It supervised poorhouses, reformatory schools, prisons, mental hospitals, and children’s homes and advised on administrative and policy solutions for social welfare issues. The Board operated statewide to place “delinquent and destitute” children. At the time, “child placement” meant the settlement of vulnerable children in new homes. The Children’s Home Society, founded in Richmond in 1900, was the only other statewide child-placement agency. Poorhouses were run by towns or counties and housed destitute elderly, mentally, or physically handicapped individuals, along with some children. This collection contains two typewritten 8.5 x 11 statements notarized by E. L. McFarland.
