This is the latest edition of a handbook whose aim is to provide a broad picture of refugee services in Thailand. It is produced by the CCSDPT (Committee for Coordination of Services to Displaced Persons in Thailand) which represents fifteen voluntary agencies working in Thailand. It is intended to be a source of general information concerning the refugee groups and their histories; government and agency refugee policies; refugee services provided and the organizations involved in supplying them; and current refugee sites. The refugee groups now in Thailand, and their history, are described in Part 1. The largest refugee group, the Lowland Lao and Hill tribe, now total almost 89,000. The second largest group, approximately 30,000, are Khmer. In addition over 240,000 Khmer on the Thai-Kampuchean border are classed as 'displaced persons'. The Vietnamese now number approximately 7,000, plus 3,200 'displaced persons' at the Thai-Kampuchean border. The Karen are represented by 16,000 - 17,000 'displaced persons' along the Thai-Burmese border. The lack of 'refugee' status in Thailand is explained, and also the options for permanent settlement which are available to each group. Part 2 describes the present policies of the Royal Thai Government towards the refugees: voluntary repatriation, resettlement, local settlement, the Orderly Departure Programme, humane deterrence, screening, relocation, the Anti-Piracy Act, and the ATV (Affected Thai Villagers) Programme. Part 3 describes the administration of services to refugees by the Royal Thai Government, the UN and other international organizations, and by voluntary agencies. In most areas the latter have not been restricted by any formal mandate from the Thai Government, and are therefore able not only to provide regular services, but also to respond quickly to new needs. Forty single-page descriptions, of individual voluntary agencies involved with refugees in Thailand, then follow. A chart of services offered by CCSDPT member agencies at the different sites is printed on the inside back cover of the handbook. Part 4 gives brief descriptions of the major services currently being provided to refugees: food and nutrition, health care, shelter and environmental control, education and training, and tracing of family members. After showing their position on a map, Part 5 gives individual descriptions of the 13 refugee centres. It then describes the Thai-Kampuchean Border Encampments in general, and 3 sites in detail.
