Os textos reunidos nessa coletânea foram apresentados na Jornada de Estudos Agrários: Territórios e Movimentos Sociais no Brasil. O evento, realizado em 2014 na Faculdade de Filosofia e Ciências da Unesp/Marília reuniu intelectuais, estudantes de graduação e pós-graduação e integrantes dos movimentos sociais para discutir os problemas relativos à questão agrária no Brasil, com destaque para os desafios dos movimentos sociais diante da reestruturação do capitalismo internacional e seus impactos na economia brasileira; da questão (da reforma) agrária e da ampliação dos conflitos no campo; e dos impasses e dilemas diante da não realização da reforma agrária pelos governos “populares” dos últimos 12 anos. As reflexões aqui expostas caminham na direção contrária de uma certa visão hegemônica que vem predominando nas análises sobre o campo brasileiro. A questão (da reforma) agrária vem perdendo espaço não só nos meios acadêmicos e midiáticos, como até mesmo em setores que historicamente pautaram suas ações e análises em torno dela, por acreditarem no papel que teria na construção de uma sociedade mais justa e democrática. Essa mudança do debate tem sua razão de ser em abordagens baseadas no papel do desenvolvimento das forças produtivas, que encontra respaldo não só na tradição liberal-conservadora como também em setores do pensamento de esquerda. Os textos aqui apresentados mostram o espaço agrário brasileiro pelo viés da luta por direitos, justiça e democracia, onde a questão (da reforma) agrária mostra não só sua persistência, como exige que se elabore um escopo teórico-político que dê conta da complexidade com que ela vem se delineando e, também, os limites das abordagens com que vem sendo tratada.

While the rise of social protection in the global North has been widely researched, we know little about the history of social protection in the global South. This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. Three-fourths of the world’s poor are rural poor. Most of the rural poor remain dependent on land-based livelihoods for their incomes and reproduction despite significant livelihood diversification in recent years. Land issue remains critical to any development discourse today. Market-led agrarian reform (MLAR) has gained prominence since the early 1990s as an alternative to state-led land reforms. This neoliberal policy is based on the inversion of what its proponents see as the features of earlier approaches, and calls for redistribution via privatized, decentralized transactions between ‘willing sellers’ and ‘willing buyers’. Its proponents, especially those associated with the World Bank, have claimed success where the policy has been implemented, but such claims have been contested by independent scholars as well as by peasant movements who are struggling to gain access to land. This book presents three thematic papers and six country studies. The thematic papers address issues of formalisation of property rights, gendered land rights, and neoliberal enclosure. These studies demonstrate the pervasive influence of neoliberal ideas on property rights and rural development debates, well beyond the ‘core’ question of land redistribution. The country cases bring together experiences from Brazil, Guatemala, El Salvador, Philippines, South Africa and Egypt. Common findings include the success of landowners in minimising the impact of reform, and a lack of post-transfer support, translating into marginal impact on poverty. The limitations of the market-led approach, and the implications of the studies presented here for the future of agrarian reform, are considered in the editors’ introduction. In Challenging Social Inequality, an international and interdisciplinary group of scholars and development workers explores the causes, consequences, and contemporary reactions to Brazil's sharply unequal agrarian structure. They focus on the Landless Rural Workers Movement (MST)—Latin America's largest and most prominent social movement—and its ongoing efforts to confront historic patterns of inequality in the Brazilian countryside. Several essays provide essential historical background for understanding the MST. They examine Brazil's agrarian structure, state policies, and the formation of rural civil-society organizations. Other essays build on a frequently made distinction between the struggle for land and the struggle on the land. The first refers to the mobilization undertaken by landless peasants to demand government land redistribution. The struggle on the land takes place after the establishment of an official agricultural settlement. The main efforts during this phase are geared toward developing productive and meaningful rural communities. State Capitalism under Neoliberalism analyzes State capitalism in agri-food under neoliberalism and investigates State-sponsored actions designed to counter the negative consequences of the implementation of free-market policies and strategies. In particular, it probes efforts of the Brazilian State to respond to the neoliberalization and corporatization of agriculture and food. Between 2003 and 2016, the left leaning Workers’ Party (Partido dos Trabalhadores) governed Brazil, which claimed to support landless peasants, family farming, food sovereignty, and State regulation of the unwanted consequences of the evolution of free market capitalism. The contributors analyze these actions of the Brazilian State, stressing its accomplishments and limits, and argue that the emancipatory actions of the Brazilian State engendered a complex and contradictory set of results which show that State capitalism is a problematic solution to the problems generated by the global neoliberal regime.
