Excerpt from House of Representatives Committee on the Territories: Territorial Government for Alaska; March 18 and April 1, 1908, Sixtieth Congress, First Session Sec. 5. That every free white male inhabitant who is a citizen of the United States, or who has declared his intention to become such, above the age of twenty-one years, who shall have been an actual resident of said Territory for at least one year prior to the time of the passage of this act, shall be entitled to vote at the first election and shall be eli 'ble to any office within the said Territory; but the qualifications of voters and of hol ing office at all subsequent elections shall be such as shall be prescribed by the legislative assembly.
