The relations between Capital and Labour, and the effect which they will presently have upon our productive power as an industrial people, have recently been considerably discussed. In the following pages I have attempted to state the case fairly, as one who has seen both sides of the problem, and to outline a scheme whereby the two contending elements may be brought together. The discussion is brief, and much more could be said, but an engineer who controls labour employed upon munitions is much too busy at the moment to do more than sketch his ideas, even though the subject be of such supreme importance and the problems involved those with which he is daily coming into contact. In writing this book I have made a very sincere attempt to approach the subject from a strictly neutral standpoint; with the result, doubtless, that I shall be told by some of my labour friends that the proposals do not go far enough, and by some employers that they go much further than is desirable. Excerpt from Industrial Peace, Vol. 3 That it provides an incentive is clearly seen by reference to a case which is similar in its essentials. We owe America a large sum of money in dollars. When repaying the loan we shall need to borrow in sovereigns from our own people and convert the sovereigns into dollars. The greater the number of dollars to the sovereign the higher the value of the sovereign) the smaller will be the internal loan required to repay the American loan in dollars. But the value of the sovereign in terms of dollars will fall if the currency is inflated, and rise if it is deflated. Consequently, the existence of the dollar loan provides a strong incentive against inflating our currency. Similarly the granting of a sterling loan to a European State would provide that State with a strong incentive to maintain the value of its currency in terms of sovereigns. The problem, from our point of view, is to release stocks, enable manufacturers to repay the banks, and the latter, in turn to finance new production. The frozen credit must be thawed. The present abnormal stocks must be regarded, for the time being, as equivalent to the factory itself, i.e., as 'fixed' rather than commercial or circulating capital. They must represent an investment of capital. And such capital must be drawn from as wide a source as possible. A semi public merchant trust should be formed for each appropriate exporting industry, and bonds issued to the public. With the capital obtained by the issue of bonds the Trust should purchase part of the existing surplus stocks of standardised expoirtable goods needed by Europe, and give orders for further supplies to the manufacturers. The latter would then be able to repay the banks, and re-borrow sufficient to meet the needs of current production, part of which would be guaranteed a sale on the usual terms of credit. The Government would then approach the necessitous States of Eu'rope and arrange to grant loans desired to enable the latter to purchase, as required, the stocks of the Trust. And not a little adverse criticism. It is held that during the war and the transitional period which followed the armistice. Organised labour, at that time strong and aware of its strength. Consented to the settlement of its claims by the Committee on Production and the Industrial Court of Arbitration which followed it. It is therefore but right (we are told) that now, when the tide has turned and the economic power of labour has been enormously reduced, the employers should agree to the determination of wage changes by a similar impartial tribunal. But an examination of the facts of the case will show that the analogy is false. And that in refusing to employ the method of arbitration employers are by no means inconsistent. It is not, indeed. Excerpt from Industrial Peace, Vol. 2 WE have no intention of entering the lists in those greatly to be regretted discussions which exhibit the Government and the Higher Command of the Army as two opposing factions intriguing against each other and continually manoeuvring for position to the detriment of the State. There is no legitimate ground for partisanship at a time when national unity is all important and no Sense of fairplay in attributing ulterior motives to men in responsible positions at a time when circum stances forbid them to state their case without reservation. Those people who imagine that they are helping the Army by attacking the' Government, equally with those who think that the Government cannot be supported without criticising the Higher Command, are injuring, however unwittingly, the very causes they profess to have at heart. It is impossible for any outsider to be sufficiently well-informed to arrive at a complete and judicial decision in the matter and anything less than the whole truth is worse than useless. The question of degree hardly arises and an estimate that is only inaccurate in part may well be fraught with graver peril than an appreciation which is comprehensively ill-founded. There is only one safe course to pursue and that is to suspend judgment, to be generous and to trust the men in power to oppose the German menace with the whole resources of the State with increasing vigour and resolution. The truth will emerge in the long run. Meanwhile let us leave to the defeatists the monopoly of ignorant and ungenerous carping. If we must criticise, let us concentrate on insisting that neither time, money, nor energy is wasted on any object which does not contribute directly towards ultimate victory. The advantage which Germany possesses by virtue of centralised command operating on interior lines is enhanced by every discussion that distracts our attention andean only be neutralised by a fixed determination on our part to postpone all avoidable controversy until the enemy is defeated. To act otherwise is to play into the hands of Germany, who seeks skilfully and consistently, by evasive or ambiguous duplicity and by every knavish trick that Teuton industry can contrive, to discover the weak spots in our national armour in order that she may achieve by fraud the victory which the gallantry of the Navy and the Army prevents her from winning by force. Excerpt from Industrial Peace, Vol. 4 Like everything else in this imperfect world, Trade Unionism has its shortcomings as well as its merits. Upon the latter there is no need to expatiate, for everybody acknowledges the debt which Labour owes to the principle and practice of com bination. When, however, we come to analyse this question of industrial conscription, we shall find it difficult to avoid the conclusion that the essence of effective Trade Unionism resides in its power to coerce the individual in the interest, real or supposed, of the majority of his associated comrades. There are three stages in the development of human society. In the first stage, the crude advantage of supplanting a rival is obvious and elementary. In the second stage, the lesson is learnt that unity is strength, the group prevails against the individual, the stronger group against the weaker, and the combination of groups against the group which stands alone. But as yet the lesson has been learnt only in part, for whilst much is gained by combination, more is lost by dissension. This truth has been revealed in startling fashion, and on an immense scale, by the great war. The unification of the German Empire was a sectional achievement of the first magni tude, but it brought disaster in its train because it sought to dominate the whole world by force. Now at last we know that there is a third stage, and that, in international politics at any rate, the interest of the whole transcends the interest of the part, and that is why, sooner or later, there is going to be a League of Nations to compel even the strongest group to remember the obligations which it owes to its neighbours. In the fields of British industry, however, we are only 1n the second stage. The third lesson is still unlearnt. Sectional amalgamation is all the vogue, and strong combinations, such as the Triple Alliance of Miners, Railwaymen and Transport Workers, are tempted to flatter themselves that they can coerce the individual until the machine is invincible, and, when this is accomplished, that they can proceed to dominate the country and impose their will upon a prostrate nation. May the example of Germany serve as a warning against any such false deductions. Initial advantages they may secure, but, in the long run, history will repeat itself, and a majority, called into being, like the Grand Alliance, by the stress of a common and imminent danger, will arise and overthrowthose who would usurp sovereign power in the interest of a minority - formidable though it may be.
