Excerpt from Fourth Annual Report of the Railroad Commissioner of the State of Virginia, 1881 But it was not the farmers of the far West alone that were greatly aided in 1873, and after, at the expense of railroad owners, but nearly all industries in the country, in most of which the cost of transportation plays a great part. The public seems to have forgotten already the terrible reduction of incomes on railroad investments after 1873. There were at one time of railroad bonds on which interest was not paid, to say nothing of stock. And the public all this time was getting the use of all this capital without paying for it. With comparatively few exceptions dividends were either reduced or ceased entirely, and here were other hundreds of millions of capital, the owners of which found their income cut off or reduced, while the public was having the full use of the property which it represented. Rates went down, down, down, and in spite of the reduction of expenses so as to make the cost of carriage less than has ever been known elsewhere in the world, even where iron costs but half and labor but a quarter as much, profits went down, too. What would have been the condition of the country if in these years of prostration freight rates in this country had been reduced no more than they were during the similar indus trial depression in Europe that is scarcely at all, the German railroads having been expressly authorized to advance their rates just about the beginning of this period.
