The RAND Corporation's Collection Operations Model (COM) is a stochastic, agent-based simulation tool designed to support the analysis of command, control, communications, intelligence, surveillance, and reconnaissance (C3ISR) processes and scenarios. Written for the System Effectiveness Analysis Simulation modeling environment, the COM is used to study processes that require the real-time interaction of many players and to answer questions about force mix, system effectiveness, concepts of operations, basing and logistics, and capability-based assessment. It can represent thousands of autonomous, interacting platforms and explore the capabilities of a wide range of intelligence, surveillance, and reconnaissance assets. Through its flexible and friendly text-based input tables, the model represents a wide array of sensor capabilities, target properties, terrain and weather effects, and resource limitations. Its final output is a minute-by-minute account of each agent's changing operational picture. Since 2005, the COM has been used to model counterinsurgency, counterpiracy, and maritime surveillance scenarios and two major combat operations, and to study ad hoc collections, sensor cueing, dynamic retasking, and resource allocation. RAND has planned a number of upgrades to the COM, including the addition of space-based assets; a more robust model of sensor data fusion; communications modules that more accurately represent the advantages of a networked force; a more realistic representation of C3ISR workflow; sensor capability to generate false positives; and agent capability to practice deception. These extensions and enhancements are intended to result in a COM that can represent the entire C3ISR process specifically and network-centric operations in general.

Increased focus on income inequality and distributional issues has made incidence analysis a crucial input into policy decisions. This note presents the theoretical framework used to conduct incidence analysis of fuel price subsidy reform and presents a user-friendly tool for its application. This new tool requires limited inputs and has the advantage of using the commonly available software program Excel. The note presents an illustration based on the case of Brazil, using the 2005 household survey and input-output table. The results reinforce the typical finding that fuel subsidies benefit well-off households and that their removal would be progressive.

The aim of energy analysis is to quantify the energy flows inherent in all systems. As applied to economic systems, it is concerned with the energy flows inherent in the production of goods and services. The claims made for the policy utility of that energy flow information, however, vary across a wide spectrum. The papers included in this symposium volume represent and reflect that spectrum of claims. In setting the stage for these papers, this intro-duction will sketch the areas of agreement and disagreement around which the energy analysis debate revolves. In delineating the nature and substance of the contro-versy over using energy analysis as a policy tool, it is convenient to distinguish between analyses at the micro level and at the macro level. This distinction applies both to the system level at which the analysis is carried out and to the system level to which results are applied. That is, analyses may be carried out for the purpose of comparing two indus-trial processes for producing the same commodity or for the purpose of identifying process changes which would change the energy costs of production (micro analysis) or they may be carried out for the purpose of identifying the contri-bution a technological system set in its environmental context makes to U. S. socioeconomic well-being (macro analysis).
