In 1993 President Clinton requested that Congress provide new authority to expedite the reuse of military bases adversely affected by Base Realignment and Closure (BRAC) actions. The result was a new property transfer method, called an Economic Development Conveyance (EDC), which gives greater flexibility to the Department of Defense (DoD) and affected communities to negotiate a mutually beneficial property transfer. On 17 September 1997, the Letterkenny Industrial Development Authority filed an EDC application for transfer of the Letterkenny Army Depot, a U.S. Army installation slated for closure under BRAC 95. The U.S. Army Construction Engineering Research Laboratories was tasked by Headquarters, U.S. Army Corps of Engineers to (1) review the EDC application for compliance with DoD rules implementing the Federal EDC policy, (2) analyze the findings, and (3) report to the sponsor.

A new property transfer method called an Economic Development Conveyance (EDC) has been implemented by the Secretary of Defense for installations scheduled for closure. This new method gives greater flexibility to military departments and affected communities to negotiate terms and conditions of the conditions if specified criteria are met. Since October 1994, the U.S. Army Construction Engineering Research Laboratories has provided technical reviews of the only three EDC application packages submitted to the Army for consideration. Army decision- makers use the findings resulting from these technical reviews for, among other things, the conveyance of surplus plus military property after base closures. This report includes discussions of relevant findings, accepted methodologies, and process improvements discovered as a result of the EDC application and review process experience. This study focuses primarily on the economic issues and the financial analysis necessary to determine feasibility of the reuse plan, including the following key elements: (1) the rate used to discount the income streams from the applicant's 15-year business plan (2) the valuation techniques used to estimate the Army's appraised fair market value and the applicant's business plan scenarios (3) the risk assessment of the applicant's overall redevelopment plan.

The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.
