The Salmonid Enhancement Program (SEP) represents a major commitment by the federal and provincial governments to preserve, rehabilitate and enhance natural salmonid stocks of the Pacific Ocean. Although the SEP has shown itself to be beneficial through the first phase, questions about the long-term economic benefits of the SEP need to be considered prior to a second round of funding. The objective of this study is to review the cost/benefit approach used to assess SEP projects, in terms of its ability to measure the social effects of public investment in the enhancement and management of salmonid resources.
