In past years, research by Air Force and other DOD agencies has resulted in the development of several more effective techniques for developing and for presenting technical data for maintenance. Application of these development techniques and improved presentation formats for operational use has been hindered by the fact that technical data managers frequently do not have sufficient information available on the improved techniques and formats to allow them to select and procure the improved data. The guidelines developed by this effort can be used by personnel who develop technical data for the Air Force and by those who manage such efforts. A thorough review of the state of the art in developing, presenting and procuring technical data was accomplished to provide the basis for developing the guidelines. This was accomplished first by reviewing available formats, specifications, and applicable literature and by then conducting extensive interviews with government and industry personnel who are knowledgeable of, and experienced in, current technical data procedures. The next phase involved analysis of these data, the selection of candidate formats, the development of descriptions on the formats, development of criteria for selecting formats and development of guidelines for procuring data. This report provides specific information and guidance for the acquisition and management of Air Force technical orders (T.O.s). The report provides the following information: an overview explaining the guidebook scope, organization, and contents accompanied with an explanation of how to use the guidebook.

The objective of this thesis was to examine the job performance of the U.S. Air Force technical order (TO) managers in the TO acquisition process and to identify ways to improve their effectiveness with the end result of improving TOs. A telephone survey of TO managers performing TO acquisition within Air Force Systems Command was accomplished. Identification of personnel, lack of selection criteria, amount of formal training, interaction of functional offices, and the level of top management awareness were found to be the most significant issues facing the TO manager. Within this three leveled CTOC framework, the following recommendations were made: Establishment of a career field, identification of TO managers by utilizing a Special Duty Identifier, Establishment of selection criteria, acquisition management courses and on-the-job training and continuation of recent attention and support by top management.

The objective of this research was to identify problems with the acquisition of U.S. Air Force technical orders (TOs), and to identify changes to the TO acquisition process that could solve those problems. A telephone survey of A.F. policy makers, program managers, integrated logistics support managers, and technical order acquisition managers was accomplished. The low experience level of personnel assigned to TO acquisition jobs, and coordination and communication problems were found to be the most significant problems of the technical order acquisition process. Inadequate manning and the need for earlier planning for TO acquisition were also found to be problems. Five solutions to those problems were found to be valid and were recommended for implementation. They were the establishment of a centralized TO management agency, the establishment of TOs as a separate product, the development of 'skeleton' documents, the development of a handbook out-lining responsibilities, and the establishment of a TO acquisition management career field. The establishment of a centralized TO management agency was found to be the most needed solution. An implementation plan was presented for all recommended solutions.

While there are examples of successful weapon systems acquisition programs within the U.S. Air Force (USAF), many of the programs are still incurring cost growth, schedule delays, and performance problems. Owning the technical baseline is a critical component of the Air Force's ability to regain and maintain acquisition excellence. This report provides a utilization assessment of the Air Force Technical Order (TO) Managers Handbook. The handbook was developed by the Air Force Human Resources Lab. to provide TO managers wtih guidelines for selection of the most appropriate format options and procurement of Air Force TOs. Although the primary user has been the Air Force Systems Command, the handbook has been distributed Air Force-wide to organizations having responsibilities for TO acquisition and management. A number of these organizations were contacted concerning their utilization of the handbook and the results indicated that the handbook is used as a quick reference source, especially for TO managers with limited experience. The handbook is also being used in the training environment where it has been a major source of information for the development of a formal TO acquisition and management course and is a useful tool for organizations that provide inhouse training. Whether the handbook is a guide for TO managers is dedatable. A number of recommendations are provided for improving the content of the handbook and for maintaining its relevance when TO procedures, policies, and requirements change.
