This document is an addendum to the Phase 2 Sampling and Analysis Plan for the Clinch River Remedial Investigation (DOE 1993). The Department of Energy--Oak Ridge Operations (DOE-ORO) is proposing this addendum to the US Envianmental Protection Agency, Region IV (EPA-IV), and the Tennessee Department of Environment and Conservation (TDEC) as a reduced sampling program on the Clinch River arm of Watts Bar Reservoir and on Poplar Creek. DOE-ORO is proposing to maximize the use of existing data and minimize the collection of new data for water, sediment, and biota during Phase 2 of the Clinch River Remedial Investigation. The existing data along with the additional data collected in Phase 2 would be used to perform a baseline risk assessment and make remedial decisions. DOE-ORO considers that the existing data, the additional data collected in Phase 2, and on-site remedial investigation data would be sufficient to understand the nature and extent of the contamination problem in the Clinch River, perform a baseline risk assessment, and make remedial decisions. This addendum is organized in three sections. The first section provides background information and describes a rationale for modifying the Phase 2 Sampling and Analysis Plan. Section 2 presents a summary of the existing data for the Clinch River arm of Watts Bar Reservoir and an evaluation of the sufficiency of this data for a baseline human health and ecological risk assessment. Section 3 describes the revised Phase 2 Sampling and Analysis Plan for surface water, sediment, and biota in the Clinch River OU and in the Poplar Creek OU.

The Phase 1 Characterization Sampling and Analysis Plan (CSAP) provides details about environmental data collection that will be taking place to support Phase 1 decommissioning activities described in the Phase 1 Decommissioning Plan for the West Valley Demonstration Project, Revision 2 (Phase I DP; DOE 2009). The four primary purposes of CSAP data collection are: (1) pre-design data collection, (2) remedial support, (3) post-remediation status documentation, and (4) Phase 2 decision-making support. Data collection to support these four main objectives is organized into two distinct data collection efforts. The first is data collection that will take place prior to the initiation of significant Phase 1 decommissioning activities (e.g., the Waste Management Area [WMA] 1 and WMA 2 excavations). The second is data collection that will occur during and immediately after environmental remediation in support of remediation activities. Both data collection efforts have a set of well-defined objectives that encompass the data needs of the four main CSAP data collection purposes detailed in the CSAP. The main body of the CSAP describes the overall data collection strategies that will be used to satisfy data collection objectives. The details of pre-remediation data collection are organized by WMA. The CSAP contains an appendix for each WMA that describes the details of WMA-specific pre-remediation data collection activities. The CSAP is intended to expand upon the data collection requirements identified in the Phase 1 Decommissioning Plan. The CSAP is intended to tightly integrate with the Phase 1 Final Status Survey Plan (FSSP). Data collection described by the CSAP is consistent with the FSSP where appropriate and to the extent possible.

ICF Kaiser Engineers (ICF KE) has been contracted by the United States Army Environmental Center (USAEC) to develop and implement a Reference Sampling and Analysis Program (RSAP) at the U.S. Army Aberdeen Proving Ground (APG), Maryland. This task will be performed under Contract No. DAAA15-91-D-0014, Task Order 12. This task was issued for the purpose of providing baseline reference data for Remedial Investigation/Feasibility Study (RI/FS) activities at APG, as well as for the Risk and Biological Impact Assessment (ICF KE 1993) currently under development for the APG Directorate of Safety, Health, and Environment (DSHE). This Field Operations Work Plan (FOWP) describes the technical approach for conducting the field sampling activities, chemical analyses, and data review and analysis associated with the RSAP. A detailed discussion of the Data Quality Objectives, methods of analysis, Quality Assurance Program, and standard operating procedures for the sampling team and laboratory for the RSAP is provided in the Quality Assurance Project Plan (QAPjP) (ICF KE 1995).
