This is the first book that employs economics to develop and apply an analytical framework for assessing progress towards the Sustainable Development Goals (SDGs). The authors explore the historical context for the underlying sustainability concept, develop an economics-based analytical framework for assessing progress towards the SDGs, and discuss the implications for sustainability policy and future research. Economics is concerned with analysing the trade-offs in allocating scarce means to achieve various ends. Thus, economic methods are ideally suited to assessing how progress towards one or more SDGs may come at the expense of achieving other goals. Such interactions are inevitable in meeting the 2030 Agenda over the next decade, given that the SDGs include different economic, social, and environmental elements. Although it may be possible to make progress across all 17 goals by 2030, it is more likely that improvement toward all goals will be mixed. For example, we may have reduced poverty or hunger over recent years, but the way in which this progress has been achieved – e.g. through economic expansion and industrial growth – may have come at the cost in achieving some environmental or social goals. On the other hand, progress in reducing poverty is likely to go hand-in-hand with other important goals, such as eliminating hunger, improving clean water and sanitation, and ensuring good health and well-being. Assessing these interactions is essential for guiding policy, so that countries and the international community can begin implementing the right set of environmental, social and economic policies to achieve more sustainable and inclusive global development.

"In its resolutions 57/141 and 58/240, the General Assembly decided to establish a regular process under the United Nations for global reporting and assessment of the state of the marine environment, including socioeconomic aspects, both current and foreseeable, building on existing regional assessments. In its resolution 71/257, the Assembly recalled that the scope of the first cycle of the Regular Process focused on establishing a baseline and decided that the scope of the second cycle would extend to evaluating trends and identifying gaps. The programme of work for the period 2017-2020 of the second cycle of the Regular Process includes the preparation by the Group of Experts of the Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects, of the second World Ocean Assessment, building on the baselines established by the First Global Integrated Marine Assessment (first World Ocean Assessment). In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people's lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.
