EQIP is the largest agriculture conservation program for working lands.3 The program encourages farmers and ranchers to participate in conservation efforts by paying a portion of the cost of installing or constructing approved conservation practices. [...] EQIP was amended and reauthorized in both the 2002 and 2008 farm bills.4 The U. S. Department of Agriculture's Natural Resources Conservation Service (NRCS) administers EQIP under a final rule.5 NRCS implemented EQIP by establishing national priorities to reflect the most pressing natural resource needs and emphasize offsite benefits to the environment. Agricultural production can have harmful effects on natural resources, such as when sediment, fertilizer, and animal waste run off into the nation's waterways. Conservation practices, such as installing structures to store animal waste or changing the amount of fertilizer applied to cropland, can help mitigate these effects. NRCS's EQIP provides financial and technical assistance to landowners who voluntarily implement conservation practices on agricultural land or certain forestlands. The Food Security Act of 1985, as amended, states that one purpose of EQIP is to optimize environmental benefits. GAO was asked to review whether EQIP funds are targeted where they will deliver the greatest environmental benefit. This report examines the distribution of EQIP obligations for fiscal years 2009 through 2015 and the extent to which EQIP processes for allocating funding and selecting applications are sufficient to optimize environmental benefits. GAO reviewed NRCS documents, analyzed data for fiscal years 2009 through 2015 (the most recent data available), and interviewed NRCS officials.

Beginning, limited-resource, and socially disadvantaged farmers make up 40% of all U.S. farms. Some Federal conservation programs contain provisions that encourage participation by such ¿targeted¿ farmers. This report compares the natural resource characteristics, resource issues, and conservation treatment costs on farms operated by targeted farmers with those of other participants. Targeted farmers tend to operate more environmentally sensitive land than other farmers, have different conservation priorities, and receive different levels of payments. The different conservation priorities among types of farmers suggest that if a significantly larger proportion of targeted farmers participate in these programs, the programs¿ economic and environmental outcomes could change. Since the 1970s, agriculture has been cited as one of the leading contributors to the nation's degraded water quality. Forty years after the Clean Water Act's passage, nonpoint source pollution from agricultural operations remains a persistent policy challenge that cannot viably be addressed through regulatory mechanisms. Accordingly, voluntary, incentive-based programs--whereby farmers receive funding to undertake sustainable agriculture practices that benefit soil, water quality, and wildlife habitat--have gained popularity as a mechanism for addressing the looming nonpoint source problem. Given that funding for federal voluntary initiatives is limited, targeting these funds toward the most pressing geographic areas of resource concern is critical to achieving environmental goals. My research examines the extent to which funding under one of the farm bill's voluntary initiatives, the Environmental Quality Incentives Program, has been targeted at the most impaired watersheds at the national level. In other words, I examine the extent to which water quality predicts Environmental Quality Incentives Program funding. I find that water quality does not predict funding, indicating that this particular voluntary initiative has not been targeted toward the most impaired watersheds. Accordingly, I recommend that future award allocations be driven by resource impairment, that USDA adopt a "Precision Conservation" model, and that water quality monitoring across the nation be improved.
