Signatories of Paris Agreement outlined their post-2020 climate actions, known as their Intended Nationally Determined Contributions (I)NDCs. This study focuses on potential synergies between adaptation and mitigation in the (I)NDCs. It pays particular attention to the sectors of forestry, agriculture, energy and urban development. It draws on a review of climate change financing literature, and an analysis of the (I)NDCs and the financial and policy frameworks and programmes that make up global climate change financing structure, notably the texts of the Paris Agreement. There is very significant cost-effective greenhouse gas (GHG) mitigation potential in agriculture. The mitigation potential at a range of future carbon prices is similar to the potential in the industry, energy, transport, and forestry sectors. Using economic mitigation potentials from the Intergovernmental Panel on Climate Change's Fourth Assessment Report (IPCC AR4), the yearly mitigation potential in agriculture is estimated to be worth between US$32 billion and US$420 billion at carbon prices between US$20 and US$100 (t CO2-eq.-1).1 From both a mitigation perspective and an economic perspective, we cannot afford to miss out on this opportunity. But many mitigation options also offer the promise of facilitating adaptation to climate change and contributing to sustainable development more generally. In this brief, synergies between mitigation, adaptation, and sustainable development are described so that multiple policy goals can be identified when considering how to include agriculture in the climate change negotiations in Copenhagen.

This chapter uses data on Intended Nationally Determined Contributions (INDCs) to examine the nature of climate change mitigation and adaptation actions being pursued in African countries and assesses the extent to which preferred mitigation and adaptation priorities advance the cause of sustainable development on the continent. The prospective synergies between mitigation and adaptation approaches and sustainable development are assessed. Also, the pathways through which resource constraints and institutional and policy environment affect Africa's ability to mitigate and adapt to climate change are examined, as well as the degree to which these constraints are being addressed. It is argued that Africa's ability to benefit from sustainable development synergies embedded in the mitigation and adaptation strategies in the INDCs will be greatly limited by institutional and policy environment that hinders funding, capacity building, and technological innovation systems development. The slow pace of efforts to address these impediments further erodes confidence that climate adaptation in Africa will be effective at sufficiently contributing to a reduction in climate change risks to the continent.
