This publication contains papers and comments on immigration and refug law presented at the Symposium on Immigration Law and the New Century: The Developing Regime, which was held at the University of Virginia in January 1995. centred on three themes: refugees, federalism and citizenship. The section on r traces the erosion of the Refugee Convention system, visible especially in West Europe, in favour of the provision of temporary refuge and the establishment of within the country of origin to protect victims of gross human rights violations provision of a safe zone for Cubans at the US Guantanamo Naval Base and the unwillingness of European Union states to cede autonomy over their asylum proces are mentioned in this context. The section on federalism examines the prospect heightened state government involvement in immigration control in the US.
