When do armed groups choose to engage in or disengage from ethnic conflicts? In this paper, I argue that variation in sources of funding (from donation or taxation) can help to explain the strategic decisions by armed groups to fight or not fight in ethnic conflicts. I also argue that the inability of armed groups to distinguish among multiple opponent groups can allow groups that have an interest in greater violence to trigger spirals of ethnic violence. I develop a formal model to develop the theory and examine case evidence from a Christian-Muslim conflict in Central Sulawesi, Indonesia to determine its plausibility.

Since 1998, which marked the end of the thirty-three-year New Order regime under President Suharto, there has been a dramatic increase in ethnic conflict and violence in Indonesia. In his innovative and persuasive account, Jacques Bertrand argues that conflicts in Maluku, Kalimantan, Aceh, Papua, and East Timur were a result of the New Order's narrow and constraining reinterpretation of Indonesia's 'national model'.
