In 2003, the Department of Commerce's Spectrum Policy Initiative was established with the objective of promoting a more efficient and beneficial use of the spectrum. As part of that Initiative, a series of public forums about spectrum management policy was held. The Computer Science and Telecommunications Board was asked to organize one of these forums, a public forum to gather the views of a variety of government and private sector stakeholders about the impact of spectrum policy on their activities. This report presents a summary of those views. Among those included are those representing national defense, homeland security, aviation, science, public safety, amateur radio, cellular voice and data, and terrestrial broadcast uses of the spectrum. Although prepared by the NRC, the report does not present NRC findings or recommendations. A broader study of spectrum policy, including findings and recommendations, will be issued in early 2005.

This book wants to reduce this confusion, to make the deliberations and discussions about happiness more productive. They apply their professional standards like blood pressure or personality characteristics. Happiness, on the other hand, is ‘subjective well-being’ as experienced by the people themselves. This happiness is the appreciation of one’s own life as a whole, and this appreciation is based on standards people have adopted themselves, knowingly or unknowingly. Happiness as subjective well-being, and objective well-being as defined by experts, are complementary. It is important to asses objective and subjective well-being simultaneously, and it is incorrect to ignore one of them.

Based on the theory of spatial economics and evidence from Japanese history, the authors show that the growing economy with a population increase develops into a multi-cored and complex structure. In the population decline phase, however, such construction will be destabilized because of agglomeration economies in the central core. Then, a catastrophic shock that strikes may provoke the decline of the lower-rank-size provincial cities and their eventual disappearance if they compete only in lower prices of staple products. Not only is the practice bad for the residents; it also leads to lower national welfare resulting from the loss of diversity and overcrowded big cities. The authors argue that small local towns can recover and will be sustained if they will endeavor in innovative production by making good use of local natural resources and social capital. Under the ongoing declining population in Japan, an undesirable concentration in Tokyo will proceed further with increasing social cost and risk. The recent novel coronavirus pandemic has highlighted that concern.
