This volume merges four streams of inquiry and interpretation in a study of the evolution and emergence of Japan's leading industrial firms during the twentieth century. First, it is a historical study of how the industrial institutions of modern Japan appeared and matured. Second, it is anorganization study of the basic forms of social and economic interaction in Japan. Third, it is a development study of how circumstances of rapid technical and economic change have shaped the Japanese business system. It is also a strategy study of how Japanese managers have responded to andshaped these circumstances. This fourfold synthesis offers a model of institutional development under conditions of late economic development and private initiative that falls somewhere between a capitalist development state and a free market economy. Business policy rather than industrial policy is accentuated, revealing aset of robust institutions and a dynamic to activate and interrelate them.

The chemical industry was Japan's first "high-tech" industry, and its companies the most important examples of a noteworthy business structure in the prewar period, the so-called "new zaibatsu." Molony deals with one branch of the chemical industry--electrochemicals--with shorter descriptions of related branches. At the hear of the book is the story of Noguchi Jun, founder of Japan Nitrogenous Fertilizers (Nippon Chisso Hiryō) and one of Japan's best known twentieth-century entrepreneurs. Noguchi's firm developed from a fertilizer company to a multifaceted company producing a wide range of technologically sophisticated products while he forged ties with civilian and military leaders in Japan and Korea who controlled access to capital and to the hydroelectricity needed for chemical manufacture. The book also treats the second and third waves of investment and electrochemicals during the 1920s and 1930s. This study analyzes the nature of prewar Japanese entrepreneurship, the links between technology and investment, the emergence of a class of scientific managers, and the relationship of business strategy to imperialism in the years leading up to World War II.

Over the postwar period, the scope of industrial policy has expanded markedly. Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industries—like biotechnology, telecommunications, and information processing—will follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. In this book, the author attempts to identify the reasons for the comparative effectiveness of Japanese industrial policy for high technology by answering the following questions: What is the attitude of Japanese leaders toward state intervention in the marketplace? What is the Ministry of International Trade and Industry (MITI) doing to promote the development of high technology? How has the organization of the private sector contributed to MITI's capacity to intervene effectively? What elements in Japan's political system help insulate industrial policymaking from the demands of interest-group politics?
