Moore When boxes of original files from a 1965 survey of Mexican Americans were discovered behind a dusty bookshelf at UCLA, sociologists Edward Telles and Vilma Ortiz recognized a unique opportunity to examine how the Mexican American experience has evolved over the past four decades. Telles and Ortiz located and re-interviewed most of the original respondents and many of their children. Then, they combined the findings of both studies to construct a thirty-five year analysis of Mexican American integration into American society. Generations of Exclusion is the result of this extraordinary project. Generations of Exclusion measures Mexican American integration across a wide number of dimensions: education, English and Spanish language use, socioeconomic status, intermarriage, residential segregation, ethnic identity, and political participation. The study contains some encouraging findings, but many more that are troubling. Linguistically, Mexican Americans assimilate into mainstream America quite well—by the second generation, nearly all Mexican Americans achieve English proficiency. In many domains, however, the Mexican American story doesn't fit with traditional models of assimilation. The majority of fourth generation Mexican Americans continue to live in Hispanic neighborhoods, marry other Hispanics, and think of themselves as Mexican. And while Mexican Americans make financial strides from the first to the second generation, economic progress halts at the second generation, and poverty rates remain high for later generations. Similarly, educational attainment peaks among second generation children of immigrants, but declines for the third and fourth generations. Telles and Ortiz identify institutional barriers as a major source of Mexican American disadvantage. Chronic under-funding in school systems predominately serving Mexican Americans severely restrains progress. Persistent discrimination, punitive immigration policies, and reliance on cheap Mexican labor in the southwestern states all make integration more difficult. The authors call for providing Mexican American children with the educational opportunities that European immigrants in previous generations enjoyed. The Mexican American trajectory is distinct—but so is the extent to which this group has been excluded from the American mainstream. Most immigration literature today focuses either on the immediate impact of immigration or what is happening to the children of newcomers to this country. Generations of Exclusion shows what has happened to Mexican Americans over four decades. In opening this window onto the past and linking it to recent outcomes, Telles and Ortiz provide a troubling glimpse of what other new immigrant groups may experience in the future.

The Pew Hispanic Center/Kaiser Family Foundation 2002 National Survey of Latinos explored the attitudes and experiences of Latinos on a wide variety of topics. The survey sample was designed to include enough Hispanics from various backgrounds and national origin groups so that in addition to describing Latinos overall, comparisons also could be made among segments of the Hispanic population. This survey brief looks at the concept of assimilation and how it has been debated extensively in the social science of migration since the early 20th Century, but it is now broadly accepted as a way to describe the ways that immigrants and their off spring change as they come in contact with their host society. The survey asked an extensive battery of questions on language preferences and abilities. The results showed a range of language use--both speaking and reading--in the adult Hispanic population, with almost half (47%) indicating that they are primarily Spanish speakers, around one quarter (28%) indicating they are bilingual, and one quarter (25%) indicating they are primarily English speakers. While the survey demonstrated that there were some important similarities among Hispanics of all language groups, it also highlighted key differences on important issues. Some of the most interesting variation was found on social issues such as divorce, homosexuality, and abortion, and attitudes toward the family. Other differences worthy of note also exist regarding beliefs about what it takes to be successful in the United States, attitudes toward government, and fatalism. In general, the attitudes and beliefs of English-dominant Hispanics are much more similar to those held by non-Latinos than the attitudes and beliefs of Spanish-dominant Latinos.

According to the American dream, hard work and a good education can lift people from poverty to success in the "land of opportunity." The unskilled immigrants who came to the United States from southern, central, and eastern Europe in the late 19th and early 20th centuries largely realized that vision. Within a few generations, their descendants rose to the middle class and beyond. But can today's unskilled immigrant arrivals—especially Mexicans, the nation's most numerous immigrant group—expect to achieve the same for their descendants? Social scientists disagree on this question, basing their arguments primarily on how well contemporary arrivals are faring. In Italians Then, Mexicans Now, Joel Perlmann uses the latest immigration data as well as 100 years of historical census data to compare the progress of unskilled immigrants and their American-born children both then and now. The crucial difference between the immigrant experience a hundred years ago and today is that relatively well-paid jobs were plentiful for workers with little education a hundred years ago, while today's immigrants arrive in an increasingly unequal America. Perlmann finds that while this change over time is real, its impact has not been as strong as many scholars have argued. In particular, these changes have not been great enough to force today's Mexican second generation into an inner-city "underclass." Perlmann emphasizes that high school dropout rates among second-generation Mexicans are alarmingly high, and are likely to have a strong impact on the group's well-being. Yet despite their high dropout rates, Mexican Americans earn at least as much as African Americans, and they fare better on social measures such as unwed childbearing and incarceration, which often lead to economic hardship. Perlmann concludes that inter-generational progress, though likely to be slower than it was for the European immigrants a century ago, is a reality, and could be enhanced if policy interventions are taken to boost high school graduation rates for Mexican children. Rich with historical data, Italians Then, Mexicans Now persuasively argues that today's Mexican immigrants are making slow but steady socio-economic progress and may one day reach parity with earlier immigrant groups who moved up into the heart of the American middle class. Relatively recent immigration from non-traditional sending areas such as Latin America and Asia reignited scholarship dedicated to understanding and measuring the adaptation and assimilation of immigrants and their descendents. Segmented assimilation theory emerged from this scholarship and predicts three pathways of assimilation for the children of immigrants: positive, downward and selective. I focused on selective assimilation - an assimilation strategy that intentionally preserves culture of origin and maintains relationships to co-nationals and an immigrant community. I explored successful assimilation strategies employed by 1.5 and second generation Mexicans that live in Seattle, Washington. Surveys and interviews administered to a small sample of this population highlighted, as expected, the basic validity of modes of incorporation, human capital and family as keys to assimilation. In-depth interviews provided an emic perspective of what it means to be Mexican and American and the complexity of living biculturally. Interviews revealed further how culture, family and connections to community influenced an individual's advancement. Without exception, participants utilized a composite assimilation strategy that maximized positive aspects of American and Mexican cultures.
