Excerpt from Success Among Nations In "Success Among Nations" the attempt has been made to initiate the reader into the psychological view of history, by giving, in outline and by means of a few illustrations, a bird's-eye view of the human forces that have raised some nations to the glory of success, while their absence has prevented other nations from holding their own in the battle for historic existence. It is certain that a living knowledge of the present helps us most essentially in the comprehension of the past. But may we not also assume that a knowledge of the past so gained may guide us, to a certain extent, in a foreknowledge of the future? At any rate, in the present sketch we have also essayed to draw a few lessons from history as to the probable course of events regarding the leading nations of Europe and America. After a résume of success in the past, we have tried to sketch the probable success in the future. In our deductions we have been prompted by no motive of national prejudice, nor by any vague or traditional view of politics. Our predictions may be entirely wrong; but we venture to say that our method of arriving at them is the only one that can seriously be advanced. We may have applied it wrongly. A rigorous, pathbreaking analysis demonstrating that a country's prosperity is directly related in the long run to the skills of its population. In this book Eric Hanushek and Ludger Woessmann make a simple, central claim, developed with rigorous theoretical and empirical support: knowledge is the key to a country's development. Of course, every country acknowledges the importance of developing human capital, but Hanushek and Woessmann argue that message has become distorted, with politicians and researchers concentrating not on valued skills but on proxies for them. The common focus is on school attainment, although time in school provides a very misleading picture of how skills enter into development. Hanushek and Woessmann contend that the cognitive skills of the population—which they term the “knowledge capital” of a nation—are essential to long-run prosperity. Hanushek and Woessmann subject their hypotheses about the relationship between cognitive skills (as consistently measured by international student assessments) and economic growth to a series of tests, including alternate specifications, different subsets of countries, and econometric analysis of causal interpretations. They find that their main results are remarkably robust, and equally applicable to developing and developed countries. They demonstrate, for example, that the “Latin American growth puzzle” and the “East Asian miracle” can be explained by these regions' knowledge capital. Turning to the policy implications of their argument, they call for an education system that develops effective accountability, promotes choice and competition, and provides direct rewards for good performance.
