Book Description
In 2016, the Commission on Phytosanitary Measures adopted a recommendation on the importance of pest diagnosis. The recommendation stresses the importance of pest diagnosis in underpinning many activities involved in the implementation of the International Plant Protection Convention (IPPC). The recommendation encourages regional plant protection organizations and contracting parties to share knowledge and expertise, and support laboratory capacity in diagnostic protocols. Encouraging national plant protection organizations to maximize the utilization of diagnostic protocols as official procedures to adequately fulfil their obligations under the IPPC is essential. There remain, however, some strategic issues associated with pest diagnosis that should be integral to all aspects of the IPPC work program. It is in this context that a survey was conducted within the framework of the Implementation Review and Support System (IRSS) on IPPC diagnostic protocols, under the remit of the Implementation and Capacity Development Committee. This report presents the results of the survey, reflects the data received from participants, and illustrates the analysis and recommendations for optimizing the use of diagnostic protocols.

The purpose of the Guide is to support national plant protection organizations (NPPOs) who wish to establish and maintain pest free areas (PFA) including places and/or production sites (PFPP and PFPS) as well as areas of low pest prevalence (ALPP). To facilitate an understanding of the processes to establish and maintain PFAs and ALPPs, a diagram in the form of a decision tree was constructed that identifies and outlines five general phases of programme development as follows: initiation, feasibility, establishment, maintenance, and market access phases. The guide is then divided into corresponding sections that describe what the key elements of each phase are, why these elements are important, what some of the common challenges and pitfalls are, and factors that may influence the success of the different phases such as budget stability, public outreach, availability of good survey and control tools, and open engagement with stakeholders and trading partners. The People’s Republic of China (China) has been one of FAO’s main partners in the promotion of South-South and triangular cooperation. In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. The International Plant Protection Convention (IPPC) aims to secure coordinated, effective action to prevent and to control the introduction and spread of pests of plants and plant products. This is achieved through the development and implementation of phytosanitary policies and activities. At a country scale, such activities are the responsibility of the national plant protection organization (NPPO), which is the official service established by a government to discharge the functions specified by the IPPC. This book presents a comprehensive compilation of registration requirements necessary for authorisation of biological control agents (viruses, bacteria, fungi, active substances of natural origin and semiochemicals) in OECD countries. It also reviews data requirements for invertebrate agents (insect, mites and nematodes) and provides proposals for harmonisation of the regulation process and guidelines for completion of application forms. Based on results of the EU REBECA Policy Support Action, which gathered experts from academia, regulation authorities and industry, risks and benefits of the specific agents were reviewed and proposals for a more balanced registration process elaborated, including recommendations for acceleration of the authorisation process and discussions on trade-off effects and policy impacts. All these aspects are covered in detail in this book, which points the way forward for enhanced utilisation of biological control agents.
