Student involvement in higher education governance has traditionally been seen as an important element in institutional decision-making. Student governance, along with faculty, staff, and trustee governance, is seen as an important, defining element in higher education decision making, and an element that helps to define the unique nature of the academy. This value, however, has not been consistently aligned with administrative efforts to improve efficiency. The result is a crisis in shared governance in higher education. The current study explored one aspect of shared governance, specifically, how to improve student participation in the self-governance process. Through a structured survey of student governance participants, and a survey based on Miles' (1997) qualitative research, results indicated specific strategies that can be utilized to improve involvement levels, and that these strategies differ in perceived importance and effectiveness based on institutional typology. Specifically, students from research universities stressed the need to communicate early and often with new students and to build social relationships that encourage participation in institutional activities. Colleges and universities face a variety of challenges in meeting the needs of students, and one of the greatest is their ability to respond to student needs while protecting institutional and academic integrity. For those working with students, a primary example of this challenge is the involvement of students in shared decision-making, a process often developed and fostered through organizations such as student government. Few discussions have embraced the challenges of shared governance with students, particularly within the past two decades. This book arose from continuous conversations with college and university administrators and policy makers who struggle daily with the decision-making process and the role of student voices. The purpose of this book is to examine the academic experiences of students who participated in university governance at South African universities. Scrutiny is placed on the alignment of student representative council constitutions and university statutes with the actual experiences students had in discharging their roles in governance and in the way this impacted their academic progress. Through a multi-site case study design, semi-structured interviews were conducted with members of the student representative council who participated in university governance and supported by document analysis and observations to generate the data. The study adopted Tinto’s Integration Theory and Astin’s Theory of Involvement as the two frameworks are based on the relationship between students’ extra-curricular activity and their academic experiences. The study invokes a greater awareness of students as major stakeholder in governance and informs policies and practices that may better serve students’ academic experiences. The study will contribute to the understanding of cooperative governance principles while drawing from the perspective of the students on their understanding, limitations and challenges in discharging their roles in university governance.

Community college governance is a process for distributing authority, influence, and resources among internal and external constituencies. Having evolved from traditional public school bureaucratic and political models that emphasize control and oversight, community college governance is now a dynamic process with a host of participants. Gone are the days when presidents and trustees acted unilaterally on college issues. Although boards retain the legal authority to govern their colleges, prudent trustees now encourage broad-based involvement in governance. Nationwide, the trend is toward more participation and shared responsibility, and some states are codifying the process. For example, the California legistlature has mandated a shared governance system in public community colleges, reflecting the movement toward involvement and transparency. College leaders resist or ignore that trend to the detriment of their colleges and at their own peril. Interest in community college governance will increase among scholars and practitioners for many reasons. Enrollments are increasing rapidly while funding is not keeping pace. Taxpayer resistance is a reality. Workforce training programs will compete with transfer curricula for resources. Increasing numbers of poorly prepared students will require remediation. This book examines the concept of the democratization of governance in universities in Kenya with particular emphasis on students involvement in governance processes and decision making. Data were collected from members of the student community utilizing a structured self-administered questionnaire and from purposively selected key informants and focus group discussants drawn from Kenyatta University (representing the public sector) and the United States International University (representing the private sector). The guiding argument for the study was that shared governance, one of the principles of good governance, is critical in enabling the universities to deliver their visions and the missions effectively. The results revealed that while in principle, Kenyan universities have embraced democratic governance in which all stakeholders, including students, have a role to play, in practice they continue to violate the core principles of good governance, particularly shared governance. Specifically, students, who are major stakeholders in university education, are largely excluded from significant structures of governance thereby limiting their influence and participation. Although their representation is mainly provided via student self-governance organs (unions, associations and/or councils), their effectiveness is undermined considerably by the lack of trust and confidencec of the student body and the unending manipulation by top university administrators and external political actors. Student active involvement in decision making is mainly confined to lower levels such as the school/faculty and departmental/programme. The authors call for a paradigm shift in the involvement of students in the governance of universities in ways that discourage the current culture of tokenism and political correctness that characterizes public and private universities in Kenya.
