The purpose of this quantitative ex post facto study was to assess the extent to which the amount and type of financial aid predict year-to-year persistence and degree-attainment among African American, Hispanic, and low-income community college students. Most of the current research focused on these issues with-in four-year institutions; however, persistence and degree-attainment within a community college setting has not been fully examined using national data. This study was guided by the workable persistence model of Edward St. John (1992) who examined the impact of social background, academic background, college experiences and financial factors. For the purpose of this current study, this model was used to determine if there is a relationship between the type and amount of financial aid received and persistence and degree-attainment among African American, Hispanic and low-income community college students. The independent variables consisted of the type of financial aid received and the amount of financial aid received. The dependent variables were student persistence and rate of degree-attainment. -- Abstract.

We take advantage of a unique program design to estimate the effect of financial aid on first-to-second year persistence. In Tennessee, need-based financial aid is given to eligible students on a first-come, first-served basis, based on when the student files the Free Application for Federal Student Aid. Using a regression-discontinuity design, we compare the persistence among eligible students who received need-based aid in the first and second years of college with eligible students who failed to to apply before the undisclosed cutoff date in the second year. Students at the University of Tennessee who retained their financial aid were 9.5 percentage points more likely to persist than students who lost their financial aid.

The Pell Grant program is the largest means-tested financial assistance available to postsecondary students across the United States, yet researchers have only limited evidence on the causal effects of these grants. This paper examines the effect of Pell grants on student persistence after the first year. The paper uses unique, student-level data from all public colleges in Ohio. The data include detailed financial data which allow me to identify small discontinuities in the Pell grant formula. I exploit these discontinuities to identify the causal effects of the voucher. The results based on discontinuity approaches suggest that Pell grants reduce college drop-out behavior. The results in this paper support other evidence that find a relationship between need-based aid and college completion (e.g. Dynarski 2002, Turner and Bound 2002).
