Despite a substantial legacy of literature on EU interest representation, there is no systematic analysis available on whether a European model of interest representation in EU governance is detectable across functional, and territorial, categories of actors. ‘Functional’ actors include associations for business interests, the professions, and trade unions, as well as ‘NGOs’ and social movements; territorial based entities include public actors (such as regional and local government), as well as actors primarily organised at territorial level. What are the similarities and differences between territorial, and functional, based entities, and are the similarities greater than the differences? The effects of the Eastern enlargement, the biggest so far, are still felt across the European Union (EU). Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future. This book provides a unique study of the role of universities, as organisation systems, in the pursuit of the Europe 2020 strategy. While Europe 2020 focuses on creating the basis for the advancement and cohesion of the EU’s member states, it also has an important role in influencing the development strategies for potential candidate states. In this regard, the book examines two new member states – Slovenia and Croatia – and two potential EU candidate states – Serbia and Kosovo – in the Western Balkans. Based on these cases, the author argues that the operationalization of the Europe 2020 strategy depends to a great extent of the role and contribution of tertiary organisations such as educational institutions, i.e. public and private universities, and therefore requires the formulation of an economic development strategy at the national level that is capable of duly allocating the available financial resources. The study suggests that the paradigm shift represented by Europe 2020 has helped to forge a new academic identity, adding to the relevance of university organisations as fundamental agents for the promotion of economic development; in addition, it shows that an intensive learning process involving major structural changes is underway in the four countries discussed, as well as many other EU member states.
