Integration into global markets can improve the efficiency of the Argentinian economy, providing opportunities for private investment to flourish and for the associated benefits to accrue to consumers. Among many policies that are important for integrating into the global economy, particularly relevant are trade, investment, and competition policies. They all share a common attribute: the capacity to shape the incentives of firms to improve resource allocation and to strengthen productivity while integrating into international markets. Once properly combined, investment, trade, and competition polices have mutually reinforcing relationships in the sense that growth dividends stemming from reforms in one policy area are reinforced when properly combined with reforms in the other two. Against this backdrop, this report follows a three-pronged approach. It presents a set of robust empirical analyses †“ drawing from both general and partial equilibrium exercises - to assess the potential impacts from trade, competition, and investment policy reforms. It offers a new comparative review of international experience with structural microeconomic reform programs to bring insights for Argentina’s design and sequencing of such reforms. Finally, it presents individual reform recommendations for each institution in charge of the three respective policy areas in an integrated step-by-step framework from the firm perspective to illustrate the critical challenges to investment and internationalization for Argentinian firms.

The process of demographic transition through which Argentina is passing is a window of both opportunities and challenges in economic and social terms. Argentina is still a young country in which the working-age population represents the largest proportion of its total population. Currently, the country just began a 30-year period with the most advantageous age structure of its population, which could favor greater economic growth. This situation, known as the 'demographic window of opportunity,' will last until the beginning of the 2040s. The dynamics of the fertility and mortality rates signify a gradual ageing of the population, with implications for various dimensions of the economy, the social protection system, public policies, and society in general. This book studies the opportunities and challenges that the demographic transition poses for the Argentine economy, its most important social sectors like the healthcare, education, and social protection systems, and the potential fiscal trade-offs that must be dealt with. The study shows that even though Argentina is moving through its demographic transition, it just recently began to enjoy the window of opportunity and this constitutes a great opportunity to achieve an accumulation of capital and future economic growth. Once the window of opportunity has passed, population ageing will have a significant impact on the level of expenditure, especially spending in the social protection system. This signifies a challenge from a fiscal policy point of view, because if long-term reforms are not undertaken to mediate these effects, the demographic transition will put pressure on the reallocation of fiscal resources among social sectors. Finally, population ageing poses concerns related to sustaining the rate of economic growth with a smaller working-age population. Taking advantage of the current window of opportunities, increasing savings that will finance the accumulation of capital, and increasing future labor force productivity in this way is a challenge for the Argentine economy.

This 2017 Article IV Consultation highlights that Argentina’s government has made important progress in restoring integrity and transparency in public sector operations. These policy changes have put the economy on a stronger footing and corrected many of the most urgent macroeconomic imbalances. Private consumption strengthened in 2017, supported by greater real wages and buoyant credit growth. With stronger domestic demand, the trade surplus turned into a deficit and the current account deficit increased. Annual inflation has declined from its peak in 2016, but remained relatively resilient and inflation expectations moved up, prompting the central bank to raise interest rates. After a period of rapid economic growth associated with high commodity prices, the Latin America and Caribbean region has again entered a phase of lackluster performance. Overall this slowdown seems more self-inflicted than imported, and the outlook for the region is not encouraging either. A tepid export response constrains the prospect of growing through external demand whereas limited fiscal space leaves little room to stimulate domestic demand. The outlook could deteriorate further if the international environment became less conducive. This report explores whether inward-looking development strategies could be one of the reasons for slow growth in Latin America and the Caribbean. Trade barriers are higher than in other developing regions, and while numerous preferential trade agreements have been signed, many of them are intra-regional. The report shows that South-North agreements are associated with increases in economic complexity and faster economic growth than South-South agreements. It illustrates the point by assessing the economic, social, spatial and environmental impacts of two major: South-North agreements signed over the last year.

Using a newly constructed dataset on trade in services for 192 countries from 1970 to 2014, this paper shows that services currently constitute one-fourth of world trade and an increasingly important component of global production. A detailed analysis of patterns and stylized facts reveals that exports of services are not only gaining strong momentum and catching up with exports of goods in many countries, but they could also trigger a new wave of trade globalization. Research applications of the trade in service dataset on structural transformation, resilience, labor reallocation, and income distribution are outlined.
