This report recommends a shift in the focus of World Bank support for forestry in Asia away from reliance on public sector institutions, acceptance of poor quality technical standards and exclusive emphasis on narrow subsectors. Instead, the paper proposes that the Bank move aggressively to improve the climate for investment and policy reform and mobilize political commitment on the need for change through an iterative process of sector analysis, policy dialogue and targeted investment. This strategy, which builds upon efforts already underway, will help the governments of the region put into place the essential institutional and decisionmaking capability to resolve forest land use and allocation problems on an ongoing basis, mobilize and deploy investment and other resources in ways consistent with overall national development priorities, and equitably resolve the conflicts which will inevitably accompany forest development.
