The US shale boom and efforts by other countries to exploit their shale resources could reshape energy and environmental landscapes across the world. But how might those landscapes change? Will countries with significant physical reserves try to exploit them? Will they protect or harm local communities and the global climate? Will the benefits be shared or retained by powerful interests? And how will these decisions be made? The Shale Dilemma brings together experts working at the forefront of shale gas issues on four continents to explain how countries reach their decisions on shale development. Using a common analytical framework, the authors identify both local factors and transnational patterns in the decision-making process. Eight case studies reveal the trade-offs each country makes as it decides whether to pursue, delay, or block development. Those outcomes in turn reflect the nature of a country's political process and the power of interest groups on both sides of the issue. The contributors also ask whether the economic arguments made by the shale industry and its government supporters have overshadowed the concerns of local communities for information on the effects of shale operations, and for tax policies and regulations to ensure broad-based economic development and environmental protection. Never before has the reduction of oil and gas exploration and production impacts been as important as it is today for operators, regulators, non-governmental organizations and individual landowners. Collectively, these stakeholders are keenly interested in the potential benefits from implementing effective environmental impact reducing technologies and practices. This research project strived to gain input and insight from such a broad array of stakeholders in order to identify approaches with the potential to satisfy their diverse objectives. The research team examined three of the most vital issue categories facing onshore domestic production today: (1) surface damages including development in urbanized areas, (2) impacts to wildlife (specifically greater sage grouse), and (3) air pollution, including its potential contribution to global climate change. The result of the research project is a LINGO (Low Impact Natural Gas and Oil) handbook outlining approaches aimed at avoiding, minimizing, or mitigating environmental impacts. The handbook identifies technical solutions and approaches which can be implemented in a practical and feasible manner to simultaneously achieve a legitimate balance between environmental protection and fluid mineral development. It is anticipated that the results of this research will facilitate informed planning and decision making by management agencies as well as producers of oil and natural gas. In 2008, a supplemental task was added for the researchers to undertake a 'Basin Initiative Study' that examines undeveloped and/or underdeveloped oil and natural gas resources on a regional or geologic basin scope to stimulate more widespread awareness and development of domestic resources. Researchers assessed multi-state basins (or plays), exploring state initiatives, state-industry partnerships and developing strategies to increase U.S. oil and gas supplies while accomplishing regional economic and environmental goals.

Development of Unconventional Hydrocarbon Resources in the Appalachian Basin is the summary of a workshop convened by the National Research Council to examine the geology and unconventional hydrocarbon resources of the Appalachian Basin; technical methods for producing unconventional hydrocarbons and disposing of wastewater; the potential effects of production on the environment; relevant policies and regulations; and priorities for future scientific and engineering research. Workshop presentations by experts in the fields of geosciences and engineering examined the numerous geoscientific aspects of hydrocarbon development from unconventional resources, including natural gas, oil, and natural gas liquids. Shale gas is the fastest growing source of U.S. natural gas. Most of the oil and gas produced in the United States comes from conventional reservoirs in which hydrocarbons have accumulated in discrete structural or stratigraphic traps below relatively impermeable rock and above a well-defined hydrocarbon-water interface. However, a growing fraction comes from unconventional reservoirs - geographically extensive accumulations of hydrocarbons held in low-permeability rock with diffuse boundaries and no obvious traps or hydrocarbon-water contacts. In the Appalachian Basin, shale gas development is proceeding in Ohio, Pennsylvania, and West Virginia, while New York and Maryland have commissioned studies to assess potential impacts. Development of Unconventional Hydrocarbon Resources in the Appalachian Basin focuses on the main hydrocarbon-bearing geologic formations in and around the Appalachian Basin, including the Marcellus, Utica, and Devonian shales, and their estimated resources, current production levels, and projected output. This report examines the potential effects on surface water and groundwater quality and quantity; potential effects on landscapes, including soil and living organisms, and other environmental systems; and technical and engineering processes for exploration and production.

We propose a research agenda for the application of social science methods to enhance the understanding of the public’s relationship with shale gas. We summarize the history of shale gas usage and the recent increase in its prominence as a source of energy, as well as some of the relevant policy and media issues which have been discussed. We identify questions for study regarding the public’s knowledge, attitudes, and behaviors (KABs) related to shale gas. An increased understanding of these KABs will help to clarify options for public policy and may identify other energy-related public perception issues requiring additional study. An example of a possible research direction we consider is the extent to which the public has grasped a link between the use of shale gas and the resulting personal environmental and economic costs or benefits. We discuss theoretical considerations that can inform a research agenda, including constructs from psychological and behavioral theory. We discuss next steps aimed at developing a research agenda that can help provide statistically reliable estimates as well as in-depth context of KABs about shale gas. We identify priorities as the field moves forward: transparency, evidence-based decision making, clear communication, and civic engagement.
